Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open competitive minimum qualifications for this position.

The qualifications are:

Promotional: One year of permanent competitive or 55-b/55-cc service as a Principal Drafting Technician (General), Principal Drafting Technician (Structural), Principal Engineering, Principal Engineering Technician (Soils), Mapping Technician 3, Mapping Technologist 1, Senior Engineering Materials Analyst, Senior Engineering Materials Chemist, Materials Testing Specialist 1, Engineering Geologist, or Traffic Systems Technician 2.

Open Competitive: High school graduation or equivalent and six years of full-time satisfactory experience in civil engineering or engineering technology related to transportation infrastructure work.

Substitution

30 semester hours of training for a technical institute, community college or college in civil engineering, civil engineering technology construction technology, engineering, physical or applied sciences on a year-for-year basis, up to four years.

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Duties Description The Office of Structures is responsible for a wide variety of duties and functions. The Construction Specialist 1 works under the supervision of a Professional Engineer 1. The duties assigned to this position may include, but are not limited to the following:

  • Develop and utilize complete physical engineering models for design, clash detection, visualization, construction coordination, contract plan preparation, and estimating for complex structures. Complex structures include but are not limited to trusses, arches, curved steel girders, and prestressed and/or post-tensioned concrete structures. Modeling techniques include the following: solid 3D modeling of steel beams, structural steel connections and diaphragms/bracing, prestressed concrete beams, slabs, concrete reinforcement, piers, abutments, earthwork, staging walls, and support of excavation systems; creation of digital surfaces for earthwork, excavation, and final ground; creation of staging models for steel and concrete superstructures, substructures, slabs, and reinforcement.

  • Provide CADD training within the Office of Structures and statewide for bridge model management, 3D modeling, In Roads, and Open Roads for complex structures.

  • Prepare and maintain the Department standard details for bridges (BD Sheets) and the Office of Structures Bridge Manual, including revisions to incorporate digital delivery (full model based and hybrid digital delivery).

  • Manage NYSDOT's quality and data standards by participating in the Structures CADD Committee.

  • Review contractor submittals for construction and fabrication of structural elements, including but not limited to steel girders, structural steel connections and diaphragm/bracing, prestressed concrete superstructures, and steel reinforcement bars.

  • Act as a liaison between the Regional Office, Office of Construction and others related to bridge construction and fabrication.

  • Perform Quality Assurance activities for the Department Bridge Data and Bridge Inspection programs.

Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations.

Additional Comments *For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
