HOURS: 40 hours (some evenings and weekends may be required). Some overnight travel may be required.

MAJOR FUNCTION: The job of a Construction Service Manager is to coordinate all the various functions of a construction/renovation/building envelope repair to ensure the work is performed within time and budget schedules. The Construction Service Manager must ensure that user requirements are clearly defined and met, and must undertake administrative and supervisory functions in order to supervise Facilities Construction personnel, coordinate construction workers, materials and other aspects that contribute to the fulfillment of a project.

  • Works with internal users and contractors to plan and implement construction projects / renovations / building envelope repairs, develops required documentation to initialize a project, maintains accurate notes, minutes, and records for all construction/renovation projects, reports progress of projects to Director of Facilities, reports progress of major activities through periodic conferences and meetings, and meets with architect and users during all stages of projects. Ensures all project documents are maintained for audit purposes. Responsible for Elevator, Fire Alarms, Back Flow Preventers, Fire Hydrants and Emergency Generators; Inspections, Preventative Maintenance, repairs, certifications and licensing.

  • Facilitates budget management, monitors expenditures to ensure all projects, repairs and renovations are completed within the established budget. Manages the implementation of and adherence to architect and contractor-related contracts, review architectural and engineering (A/E) and construction contracts, reviews and recommends approval of payment for invoices, progress payments and final payments. Manages and/or supervises Facility personnel, architects, Construction Managers, General Contractors, miscellaneous small contractors and sub-contractors in the completion of all projects assigned.

  • Writes Request for Qualifications and Proposals (RFQ & RFP) for professional and consulting services, and facilitates the evaluation of RFQ & RFP responses and makes recommendations for approval. Schedules and facilitates pre-bid, pre-construction, and regular progress meetings with architect and contractor, reviews construction schedules, permits, applications, designs, Request For Information (RFI), material test reports and monitors the delivery and installation of furniture, fixtures and equipment. Initiates, reviews, and recommends approval of change orders as necessary.

  • Administer the College's building code program, serve as the Building Official, Building Administrator and Building Inspector for the College. Acts as owner's project manager with architects, contractors and state and local representatives in all matters involving construction, remodel and renovation projects, and reviews documents and designs to ensure compliance with applicable codes, regulations, laws, and user requirements.

    Monitors and reports on the status of project developments and implementations to stakeholders, inspects construction sites, monitors, and ensures completion of planning, budgeting, scheduling, and reporting status of projects, and works closely with college personnel to coordinate construction and facility occupancy. This involves "high" work on roofs, walking projects, working under moving loads and around moving equipment.

  • Assist the Director of Facilities in preparing the Capital Improvement Program (CIP) and other requests for Capital Improvement, within the framework of developing and implementing master plans for all campuses.

MINIMUM TRAINING AND EXPERIENCE: Graduation from a standard high school or equivalency diploma and eight years of experience in construction, of which five years must be in a project management role on construction project of $5 Million and above.

At least two years of supervisory experience, which may run concurrent with the required experience. A bachelor's degree in engineering, architecture or a related field is preferred and may substitute for four years of the non-supervisory experience. Must have a valid Florida Driver's License; and Building Administrators and Building Inspectors Licenses or the ability to acquire one within one year of employment. Must have proficiency in a computer-aided design editor program such as Auto Cad or Solid Works.

SUCCESSFUL APPLICANTS WILL DEMONSTRATE THE FOLLOWING:

Knowledge of participation in inspections. Knowledge of the use of punch lists and final records retention methods.

Knowledge of technical application of Florida Administrative Code and/or Department of Education Office of Educational Facilities regulations and guidelines. Knowledge, including but not limited to initial design and renovation design of higher education administrative and instructional facilities in the North Florida area. Knowledge of spreadsheets and scheduling programs.

Knowledge of Microsoft office software and specific computer programs related to area of responsibility. Strong written and verbal skills, and the ability to work and communicate effectively in a high-volume environment. Supervisory skills and be able to direct and secure the cooperation of the staff and construction crews.

Excellent organizational and communication skills (both verbal and written). Ability to effectively present information to groups of managers, clients, customers, and the general public. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.

Ability to define problems, collect data, establish facts, and draw valid conclusions for reporting purposes. Ability to work in a multi-ethnic and multi-cultural environment with students, faculty and staff. Ability to work at heights over 40 feet.

Ability to work in proximity to low and high voltage electrical systems. Ability to climb ladders, walk through undeveloped land sites, regularly lift or move up to 25 lbs., frequently lift and move up to 50 lbs., and occasionally lift or move more than 50 lbs. Ability to drive motor vehicles.
