Job Description:

Makes recommendations to superiors relating to change orders;

  • Prepares progress reports, special reports relating to problems and delays, and examines and approves daily field reports prepared by others;

  • Coordinates work assignments of technicians with other supervisors and Area Engineers;

  • Responds to inquiries from local public officials, news organizations and other interested parties;

  • Maintains control over attendance and work conditions for subordinates;

  • Ensures that both INDOT and contractor employees are performing work in a safe manner in compliance with OSHA and other applicable standards, and reports deficiencies to appropriate office;

  • Maintains all files related to project in an orderly and usable manner;

  • Supervises preparation of final construction records, examines and approves contractor requests for payment;

  • Attends preconstruction and partnering meetings as INDOT representative;

  • Meets with affected property owners in the project area and works to resolve access restriction issues, drainage problems and other issues that may arise during construction;

  • Maintains daily project records and files, and oversees the work of technicians doing the same, including: daily reports of materials placed, locations of work, work interruptions, contractor workforce size and composition, test results, and any other related information;

  • Prepares simple field drawings or sketches as necessary to implement and document minor changes to project specifications;

  • Prepares and submits a wide variety of documentation to the Final Review Office, and coordinates with the Final Review Office in the project closure process, answering questions and doing research as requested;

  • Teaches certified technician classes and assists students in preparation for examinations; and,

  • Performs other related duties as assigned.


This position is responsible for assisting in coordinating the sampling and testing of aggregates, steel, asphalt, soils and all other materials.

Preferred Experience:

Valid high school diploma or GED; or one (1) year of work experience.

About the Job Incumbent is responsible for managing the overall progress of construction activity, construction inspection, preparation of documentation and communication of project information and progress. Independent judgment and decisions must be made on complicated technical problems that arise during construction. Incumbent is responsible for monitoring the safety of operations and maintenance of traffic on project. Work is reviewed by the Area Engineer and Construction Director to ensure work meets the desired results. A Day in the Life * Oversees day-to-day construction issues and directs the activities of the team of inspectors * Reviews plans, specifications and construction methods with the contractor and providing supervision and administration of field work * Resolves field issues and coordinates activities between the contractor, INDOT and stakeholders * Provides guidance and technical expertise to ensure that the project is constructed according to plans, within budgetary constraints, and in compliance with INDOT's expectations * Assists in the development and monitoring of the scope and associated budget for the project * Makes task and overtime assignments for highway technicians and assistant project supervisors * Coordinates work schedules with contractor; * Monitors contractor's progress and works with contractor to resolve schedule problems * Approves or rejects the work of contractor and subcontractors on project * Works with contractor and supervisors to resolve contract problems * Communicates with local property owners, government officials and the general public regarding construction activity * Ensures contractor complies with all State and Federal policies and work practices * Creates construction record of all activity and pay quantities on the project * Creates progressive pay estimates; * Reads and interprets complex plans and specifications involving many facets of highway construction * Creates and negotiates change orders; * Prepares documentation related to contractor claims for additional payment; * Attends meetings, workshops and/or conferences related to construction; and, * Performs other related duties as assigned. What We're Looking For * Bachelor's degree, Associate's degree, or Certification in Construction Management, Construction Technology, or related field from an accredited college/university is required * Broad knowledge of construction management methods, materials, safety, scheduling, specifications and contract documents, estimating and cost analysis * Knowledge of construction practices, methods, and procedures used during construction of highways, bridges, and related structures * Knowledge of scheduling, CADD, field layout, submittal review, project quantities, material procurement, equipment tracking, and building design and planning; * Ability to manage projects, with emphasis on cost control, project delivery and scheduling; * Ability to use and navigate Site Manager construction management system; * Understanding of the impact of construction on the projects and environments; * Strong communication skills to manage projects between various internal and external stakeholders * Strong technical and managerial skills.
