GENERAL SUMMARY
This position is responsible for the preparation and maintenance of project schedules for all active and programmed Capital Projects within the IAA's Capital Budget. This position will report to the Deputy Senior Director of Planning and Development but will work with Project Managers and Directors on a regular basis to initially develop high-level design and construction schedules for Capital Projects as assigned, and thereafter replace and maintain design and construction schedules with more detailed versions provided by consultants and contractors, respectively. Regardless of the source of the schedule, the Construction Scheduler will be responsible for developing resource allocations and man-hour requirements for IAA staff relative to each assigned project. By employing industry best practices and working closely with the Project Managers, the Construction Scheduler will coordinate with and report to the Directors the status of each project relative to the initial, design and construction schedules, immediately notifying and clearly identifying when schedule slippage occurs and working with the Project Managers and consultants/contractors to develop recovery schedules.
ESSENTIAL FUNCTIONS
Create a high-level master schedule that incorporates design and construction
Obtain and maintain active Design and Construction schedules as prepared by others
Track critical activities and changes to the critical path impacting the project
Evaluate and report on progress toward program milestones
Review and evaluate schedule interdependencies
Employ industry accepted best practices in the development, review and maintenance of project schedules
Analyze project schedules and progresses to identify potential delays
Provide information on items impacting the project schedule
Responsible for spotting the critical path, as well as proffering alternatives to regain slippage to the schedule
Work with the PMs and Staff on strategies to mitigate delays, and as needed assign cause and effect for the purpose of dealing with schedule related claims
Document changes as they occur to the project schedule
Provide a summary and report on project progress
Spot project risks and include impact analysis for review by project team
Responsible for maintaining current and historic project schedules
Works with Deputy Senior Director, Planning and Development and his designees on the development of the five (5) year Capital Improvement Plan (CIP)
Provides direction and guidance to engineering, environmental, procurement and other departments on constructability and construction impacts that would influence project development and implementation
Develop resource allocation requirements for IAA staff relative to project schedules
Build positive relationships with external agencies, customers, consultants and contractors
Provide input to project construction budgets, schedules and construction documents for compliance with IAA operations and procurement, FAA, state and local requirements, as well as industry best practices
Attend selected design review meetings to understand and monitor proposed design solutions for upcoming IAA construction projects
Attend selected construction progress meetings to stay current on the status of all aspects of IAA construction projects
Initiate actions to improve service delivery for stakeholders in other internal departments
Review, monitor and assess compatibility of each project's design and construction relative to approved schedules and report discrepancies
Utilizes authority to accept, reject, or revise schedules submitted by consultants and contractors
Provide direction and problem-solving techniques to promote, on time, on budget and quality driven construction projects
Provides input to achieve departmental strategic objectives in line with IAA strategic goals
Perform any other function as assigned
Perform all of the essential functions of the job outlined above without creating a direct threat to the safety of oneself, subordinates or other person(s) in and around the airport
MINIMUM and PREFERRED REQUIREMENTS
Familiarity with Scheduling software (Primavera, MS Project, or similar with capability of producing gantt charts and assigning resources)
Minimum ten (10) years' experience in development of design and construction schedules
College degree or post-secondary education, preferred
Previous knowledge of airport construction - airfield would be preferred
Strong written and oral communication skills
Ability to work across multiple service areas
Ability to consistently deliver accurate information, data and analysis
Ability to function in a high pace, diverse project type and project delivery environment
Relationships with construction organizations to bring best practices to IAA

Work environment: This position is performed within an office environment at least 20 percent of the time. The other 80 percent the employee will be exposed to weather conditions prevalent at the time. With multiple work locations, the noise level varies from the office environment and the outside environment. The incumbent in this position is expected to work independently and as part of the team.
