We are seeking candidates for the position of Construction Safety Officer - (9069) in the System Safety.

Salary Range: Min: $79,534.00 - Mid: $99,424.00 - Max: $119,314.00

OVERALL DESCRIPTION

The Safety Officer will coordinate and cooperate with all levels of Authority management and collective bargaining unit employees to provide expert assistance toward identifying, assessing, and prioritizing line management's prevention of safety, health, and environmental hazards. The Safety Officer must be able to satisfy rigorous and demanding work schedules, which include non-traditional working hours (nights and weekends), and short-term deadlines.

The Safety Officer's work effort will be concentrated in Construction Safety and/or Safety Regulatory Compliance. To maintain a diverse and broad level of subject matter expertise that is needed to perform all the Division's responsibilities, the required expertise and responsibilities will vary for each hire and be based on the current status of vacancies and needs of the division.

Based on the vacancies and needs of the Division. The Safety Officer will be required to be experienced and would be expected to perform functions based on the specific responsibilities selected for the position at that time and identified in the job posting. The Chief Safety Officer, Deputy Chief Safety Officer, System Safety and/or the Department Director will make this determination of what responsibilities are required based on the current staffing needs at the time of posting.

SPECIFIC RESPONSIBILITIES

Regardless or the area of expertise needed for a specific job posting, all Safety Officers are required to perform the following duties

  • Provides 24/7 on-call coverage for all Authority operations and activities when notified about covered accident, incident, injury or other loss causing event. Immediately responds to and investigates those incidents based on the severity and significance of the received incident report. Assures that all regulatory notifications are made in a timely manner.

  • Maintains professional currency in safety and health disciplines - particularly subjects related to the transit industry, by regular review of safety publications; memberships in appropriate professional safety organizations; and attendance at appropriate safety, and health seminars. Develops a communication network with safety and health professionals at other transportation agencies.

  • Participates in Location Safety Committee (LSC) and Joint Health & Safety Committee (JHSC) activities.

  • Plans, develops and conducts safety awareness campaigns for employees, passengers and the public including safety blitzes and the Operation Lifesaver program.

  • Serves as Acting Director when required.

  • Promote and enforce the Authority's Safety Awareness & Environmental Protection Policy, System Safety Program Plan, and Accident & Illness Prevention Program.

  • Maintain and manage all records and data in all related areas in accordance with Divisional filing protocols.

  • Perform any other duties as assigned by the AGM, System Safety and/or Director, Operational Safety and/or Director, Accident Prevention & Investigation and/or Director, Occupational Safety & Environmental Management and/or Director, Construction Safety.

  • Participates in safety awareness campaigns for employees, passengers, and the public.

  • Responds to and investigates incidents/emergencies as needed/required.

DISCIPLINE RESPONSIBILITIES

Construction Safety

  • Conducts audits of field construction activities for both third party contractors and in-house crews to ensure compliance with roadway worker rules, standard operating procedures, and SEPTA safety programs. Documents activities and works with crews to address non-compliance issues.

  • Implements risk management strategies to reduce or eliminate SEPTA's risk on all construction projects.

  • Conducts audits of projects and works with the project staff and third-party contractors to correct all identified safety concerns.

  • Reviews third party contractor's safety plans for accuracy and completeness prior to beginning and during construction. Inspects on-site activities to ensure compliance with Occupational Safety & Health Administration Standards.

  • Reviews in-house safety plans for accuracy and completeness prior to beginning and during construction. Inspects on site activities to ensure compliance with Occupational Safety & Health Administration Standards.

  • Reviews Construction design documents to identify potential safety hazards and exposures, and ensures documents provide for proper Engineering Controls and, Administrative Controls.

  • Interfaces with Bridges & Buildings (B&B) and Maintenance of Way (MOW) during investigations of contractor or employee related injuries. Assists in the compilation of incident related documentation. Works with SEPTA Operations, B&B and MOW staff to implement recommendations and corrective actions associated with incident investigations.

DISCIPLINE RESPONSIBILITIES CONT'D

  • Serves as SEPTA's representative in contractor's associations and configuration management for updated Occupational Safety & Health Administration regulations.

  • Works with contractors and internal staff to develop initiatives to reduce construction related accidents and injuries.

  • Works with external safety professionals on Owner-Controlled Insurance Program projects to identify and reduce or eliminate construction-site safety hazards.

  • Participates in on-site job progress meetings and toolbox meetings with contractors on safety related issues pertaining to their work environments. Ensures that these meetings are being conducted.

  • Obtains OSHA 500 and 510 (Trainer course in Occupational Safety and Health Standards for Construction Industry) is a requirement.

QUALIFICATIONS AND EXPERIENCE

  • B. S. Degree in related safety or safety engineering disciplines plus five (5) to seven (7) years' experience in safety or safety engineering field required. An equivalent combination of education and experience (two (2) years of related experience equating to one year of post high school education) may be considered in lieu of the degree requirement.

  • Strong knowledge of the Occupational Safety & Health Administration (OSHA) required.

  • Experience in Public Transportation Operations preferred.

  • Must demonstrate the ability to pursue/perform multiple tasks simultaneously.

  • Must have a strong understanding of union and management environment and demonstrate the ability to address health and safety matters directly to union employees.

  • Must be able to review and analyze accident data and participate in the development of corrective action plans to resolve complex safety and health issues.

  • Must be able to satisfy rigorous and demanding work schedules, which include non-traditional working hours, and short-term deadlines.

  • Must have valid driver's license.

  • Must have excellent verbal and technical writing skills with experience writing quality technical reports and Standard Operating Procedures.

  • Must have PC experience with MS Office 365, Word, and Excel. Experience in VMIS, SMART, PowerPoint and Access preferred.
