Construction Proposal Manager / Writer (Virtual Opportunity)

About the Role:

Sealaska is seeking a Proposal Manager/Writer (PMW) to join our growing construction team and lead proposal development for contract pursuits of varying complexity. The PMW will drive disciplined application of our business development process to capture, grow, and retain work with our construction group.

The PMW manages our federal and commercial contract proposals by:

  • Developing and driving proposal schedules and reviews;

  • Ensuring our proposals are compliant with RFP requirements (including development of response template, annotated outline and compliance matrix); and

  • Writing high-quality proposal content, including technical functions, construction methods and processes, resumes and project descriptions.

Job Summary:

The PMW will drive disciplined application of our business development process to capture, grow, and retain work with our construction group. The PMW manages our federal and commercial contract proposals by: (1) developing and driving proposal schedules and reviews; (2) ensuring our proposals are compliant with RFP requirements (including development of response template, annotated outline and compliance matrix); and (3) writing high-quality proposal content, including technical functions, construction methods and processes, resumes and project descriptions.

Duties/Responsibilities:

  • Prepare quick turn proposals for task order contracts.

  • Prepare generic and opportunity-specific SOQs and capability statements.

  • Maintain information for and prepare responses to standard federal procurement requests such as RFIs, Sources Sought Notices, RFPs, and RFQs

  • Collaborate with capture team to develop win strategies and win plans with clear and distinctive differentiators, value propositions, technical solutions, and pricing strategies that enhance our competitive position.

  • Work directly with the estimating department to develop, coordinate, and maintain proposal schedules.

  • Integrate and work directly with various levels of technical and sales staff to carry out the Sealaska message through proposal development.

  • Manage proposal schedule, expectations, and assignments throughout the proposal process.

  • Research and identify potential project opportunities for pursuit.

  • Other duties as assigned .

Required Skills/Abilities:

  • Excellent interpersonal and customer service skills.

  • Excellent time management skills with a proven ability to meet deadlines.

  • Proficient in the use of Microsoft Office Suite

  • Ability to extract knowledge from subject matter experts and convert to compelling proposal content.

  • Superior writing skills and the ability to perform effectively in a fast-paced, results-oriented environment with limited oversight.

  • Excellent coordination and communication skills, strong technical writing skills, editorial and quality assurance expertise and experience leading a team.

  • Self-motivated and well organized

  • Flexibility and willingness to work extended hours and weekends, when necessary, including some holidays during proposal preparation efforts

  • Desktop publishing and graphic design experience is desired but not required.

Education and Experience:

  • Bachelor's degree in English, marketing, journalism, public relations, professional communications, or a related field OR

  • MUST have experience writing technical proposals within the AEC industry.

  • Minimum 5 years of federal ID/IQ contract proposal preparation experience in the construction industry
