Summary

Responsible for the coordination of single or multiple large-scale capital improvement projects, including overseeing the time, cost, and quality of construction projects

Essential Functions and Other Important Duties

Essential Functions:

  • Performs assignments requiring the application of intensive and diversified knowledge of construction and management principles and practices in broad areas of assignments for construction of streets, water, wastewater, solid waste, and drainage projects.

  • Ensures that contract requirements are implemented by contractor and subcontractors including but not limited to project plans, specifications, shop drawings, contracts, reference standards, etc.

  • Ensures compliance with local, state and federal laws;

  • Maintains records of construction activities and serves as a liaison between the owner, engineering consultant and construction contractor and sub-contracting companies

  • Interprets and analyzes project plans and specifications, reference standards, shop drawing submittals, etc. for the contractor as needed

  • Assures quality control with all aspects of the contractor and subcontractor?s work activities, participate in the analyzes to manage and mitigate risks

  • Reviews the work progress on daily basis and prepares internal and external reports pertaining to job status

  • Administers routine construction documents including field orders, change orders, request for information (RFI), notations for record drawings, daily/monthly activities reports, etc.

  • Assignments may include calculations, review of equipment components and specifications, review of pay estimates, and report preparations

  • Project manager for dealing with consultants, contractors, and other outside agencies

  • Exercises originality and judgment in the independent evaluation, selection, and substantial adaptation or modification of standard techniques, procedures, and criteria

  • Confers with supervisors or other managers to monitor construction progress, including worker productivity, and compliance with engineering and safety codes.

  • Ensures that a project is completed according to schedule, resolves problems that arise due to inclement weather, emergencies, or other issues that may cause delays.

  • Maintains regular and punctual on-site attendance

Job Requirements

Minimum Qualifications / Acceptable Equivalency:

  • Bachelor's degree in Engineering or related field plus five years of progressively responsible experience in construction.

OR

  • Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job

  • Excellent time and project management skills

Preferences:

  • Bilingual in Spanish and English

  • Prior coordination of municipal construction project management and operations for landfill, wastewater, water, and/or drainage projects experience

  • Familiarity with use of Microsoft Office Suite, AutoCAD, and Construction Project Management Software

  • Voluntary certification through the Construction Manager Certification Institute or equivalent educational institution.

Conditions of Employment:

  • Must pass a drug test, criminal history background check, and social security number verification check

  • Must pass a physical examination

  • Must be able to work outside of regular business hours as required

The essential functions of this position require the use of digital equipment such as calculators, scanners, laptops, digital cameras, and digital video methods; the use of safety equipment such as confined space air blowers, tripod rescue harnesses, air quality monitoring devices, ladders, hard hats and safety shoes; Other tools used in the daily activities include engineering scale rulers, engineering levels, and standard hand tools.

Environmental Factors:

The essential functions of this position are performed under all types of environments from field offices, construction sites, confined spaces, heights, climbing and descending using ladders; most of the activities will be exposed to cold, hot and wet environments; The fieldwork could expose the individual to hazards including traffic, insects and wild plants such as thorn bushes and poison ivy.
