Oversees the construction of housing and other development projects for the Community Development Department, including but not limited to, Community Development Block Grant (CDBG) and Home Investment Partnership Program (HOME) construction/reconstruction, minor repair, and other grant-funded projects.

Essential Job Functions

  • Inspects contractor and sub-contractor job sites and workmanship for quality and compliance with plans, specifications, estimates, and adherence to applicable city codes and ordinances.

  • Notes and addresses deficiencies and deviations from approved plans.

  • Maintains and completes all environmental requirements, including environmental reports required by the U. S. Housing and Urban Development Office (HUD).

  • Maintains and completes all construction-related HUD reports such as Davis Bacon requirements and Minority Owned Business reports.

  • Provides oversight to other City departments on federal construction-related projects, including construction and reporting.

  • Develops construction/reconstruction/minor repair project scope and design, including writing specifications, preparing job cost estimates, developing contracts, and preparing construction payment draw requests.

  • Develops and maintains the department's list of qualified contractors.

  • Adheres to the City's values for high ethical standards and the policy for Conflict of Interest for Federal Grants.

  • Performs related duties as required.

  • Responds regularly and promptly to work.

Minimum Qualifications

Required:

  • High School Diploma or GED. Additional training or coursework in a related field of study is a plus.

  • At least five (5) years of related work experience in building/job site inspection, construction, building maintenance, housing code enforcement, general contracting, or an equivalent combination of related education, experience, training, and certification that provides the required knowledge, skills, and abilities.

Preferred:

  • Experience in renovation and/or new construction of residential properties with federal funds such as CDBG and HOME.

Knowledge, Skills & Abilities

Knowledge of:

  • International Series of Building Codes.

  • Principles and techniques of building inspection.

  • Residential construction, materials, and methods of construction.

  • Pertinent federal, state, and local laws, codes, and regulations.

Ability to:

  • Handle stressful situations and potentially hazardous structures and environments.

  • Interpret and apply pertinent federal, state, and local laws, codes, and regulations.

  • Read and interpret building plans, specifications, and building codes.

  • Apply technical knowledge and follow proper inspection techniques to examine workmanship and materials.

  • Detect deviations from plans, regulations, and standard construction practices.

  • Manage and coordinate construction projects and estimate and control project costs.

  • Advise on standard construction methods and requirements for residential, commercial, and industrial buildings.

  • Enforce regulations fairly, firmly, factually, and with proper public relations skills.

  • Maintain accurate and interrelated technical and computerized records.

  • Use spreadsheet and word processing applications (Microsoft Word/Excel/Outlook) to prepare clear and concise correspondence and other written materials.

  • Organize and maintain accurate records, documents, and files.

  • Make mathematical computations rapidly and accurately.

  • Work independently and/or in a team environment and maintain a professional demeanor.

  • Handle multiple tasks, prioritize and organize work assignments, and meet established deadlines.

  • Anticipate, identify, and effectively resolve various issues and problems.

  • Comply with all City and department administrative directives, policies, and procedures.

  • Demonstrate satisfactory work performance and attendance.

  • Provide management with sound, positive advice, and information concerning the area of responsibility.

  • Establish and maintain cooperative working relationships with those contacted in the course of work and communicate effectively with the public and other required entities.

Skill in:

  • Verbal and written communication skills.

  • Strong planning, organizational, problem-solving, and time management skills.

Licenses, Certifications & Special Requirements

  • Texas Class C driver's license with a good driving record as measured by the City's evaluation system.
  • HUD Housing Quality Standards (HQS) Inspection Certification is a plus.

Physical Demands

Physical demands include but are not limited to: sitting, standing, walking, talking, hearing, seeing, stooping, kneeling, crouching, crawling, reaching, pushing, pulling, climbing, using hands and fingers to operate a variety of equipment and machines, driving to various worksites, and lifting/carrying objects up to 50 pounds.

Working Conditions

Work is performed in an office setting and outdoor field environment. While in the field visiting job sites, there is exposure to inclement weather, temperature extremes, moving mechanical parts and equipment, slippery or uneven walking surfaces, loud noises, vibration, electrical hazards, fumes, odors, dust, pollen, and other airborne particles.

Equipment

Work shall be performed with tools, appliances, and equipment approved by those agencies and bodies that have control, authority, or approval of the design working ranges or limitations of those items; the employee has the responsibility to conform to those ranges and limitations.

Equipment may include but is not limited to: phone, computer/laptop, printer, fax, copier, scanner, calculator, and city vehicle.
