Duties

This position serves as the Construction Project Specialist/Activation Coordinator for the Harry S. Truman Memorial Veterans' Hospital (Truman VA) located in the Associate Director's Office in Columbia, MO. The position has the primary responsibility to plan, develop and coordinate the technical administrative activities associated with activation of a major research lease. Duties of this position include but are not limited to:

  • Responsible for the overall management, control, coordination, and execution of construction projects.

  • Implements corporate decisions, guidance, laws, regulations, and policy into the development of assigned project(s) and intermediate products.

  • Acts as the point of contact for assigned projects - communicates project/activation status to internal and external stakeholders, conducts regular progress review meetings, and submits appropriate written progress reports.

  • Integrates stakeholder/customer requirements into a comprehensive management plan; establishes responsibilities and sets expectations; controls and manages assigned project budgets and schedules; and assures that Medical Center commitments to stakeholders/customers are met.

  • Ensures all project actions and issues are documented, coordinated, tracked, and resolved.

  • Conducts an annual comprehensive space inventory of associated community-based outpatient clinics, and continuously assesses facility needs relative to veteran population (present and future).

  • Works with leadership to coordinate space and equipment planning from conception through activation through in-depth knowledge of use requirements and availability of resources to fulfill these requirements.

  • Ensures that finished plans are formulated in accordance with and comply with commercial building codes, safety and environmental guidelines, and the VA master specification for all renovation and new construction projects.

  • Develops and maintains cost estimates in coordination with design consultants and works with construction contractors to track project progress and milestones.

  • Responsible for the general management and maintenance of project programming and scheduling, funding, budgeting, coordination, financial planning, milestone monitoring, miscellaneous studies, analyses, and reporting activities.

  • Controls and manages project milestones and budgets from preliminary stages through design, construction, and initial operations.

  • Serves as the primary Contracting Officer's Representative for all leases, memorandums of understanding (MOU) and supplemental agreements between building owner, lessors, other government agencies and other entities in agreement with Truman VA for buildings, space, land and other capital assets managed by the Engineering Service.

  • Prepares contract specifications to include complex statements of work and obtains accurate and sufficient data to support continuation or cancellation of contractual obligations through quality monitoring.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/12/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: integrates schedule/criteria; and establish project scope, parties, assumptions and risks, contingencies, and performance measurement criteria; provides technical support and medical construction information to ensure projects meet standards, facilitates communication between customer, contractor, design agent, and others, knowledge of general management of project programming and scheduling, funding, budgeting, coordination, and milestone monitoring, and knowledge of contract types, terms, and conditions, statements of work and procurements procedures relating to procurement of goods and services.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work requires long periods of standing, bending, and stooping to observe and study work operations in project construction areas/sites, and lifting of light to moderate heavy items weighing less than 50 pounds.
