The University of Texas at Austin is seeking to hire a Construction Procurement Officer with construction procurement solicitation experience for the Procurement Department, working in close partnership with the Planning, Design and Construction Department. The Construction Procurement Officer will provide professional procurement leadership for all phases of the UT construction solicitations and procurement activities supporting The University of Texas at Austin, serving as the Procurement representative on assigned UT construction projects.

Purpose

The construction procurement team supports a large diverse construction PM organization and manages all construction procurement aspects of the projects. This position will collaborate with

Planning, Design and Construction (PDC) and internal clients by providing procurement expertise for assigned projects through the entire lifecycle from planning through substantial completion and final closeout. Ensure the procurement requirements of each construction project are met or exceeded.

Responsibilities

  • Responsible for the process of solicitation and contract development, including identifying, negotiating, and awarding general and subcontractors, materials, and services required for the construction, expansion and remodeling of various UT locations. The selection of these construction services is through a competitive bid/RFP/RFQ process involving document preparation (scope, drawings, etc.) for projects, leading negotiations, and collaborating closely with internal stakeholders.

  • Manage active contracts and purchase orders on an ongoing basis, monitoring compliance with contract requirements, contract expenditures, and contract renewal and end due dates. Responsible for preparing renewals, amendments, change orders, and closeout documentation as necessary. Provide expert guidance and consultation to all areas including internal and external constituents regarding procurement, opportunities and budget planning.

  • Participate as an active part of the Project Team to provide guidance and assistance to Project Managers (PMs), the Historically Underutilized Business (HUB) Office and Business and Financial Services (BFS) to facilitate timely vendor payments and issue resolution. Cross train on other contract functions to provide back up to other team members. Manage active contracts and purchase orders on an ongoing basis, monitoring compliance with contract requirements, contract expenditures, and contract renewal and end due dates. Responsible

for preparing renewals, amendments, change orders, and closeout documentation as necessary. Provide expert guidance and consultation to all areas including internal and external constituents regarding procurement, opportunities and budget planning.

  • Direct and/or provide support to Project Team and institution staff in management of construction procurement activities and processes. Assist in developing clear, compliant, scalable processes that assure compliance with BOR Rules and Regulations, applicable State and Federal statutes and regulations, and mitigate risks.

  • Stay current in contracting guidelines applicable to design and construction from industry best practices and following UT System guidelines.

  • Participate in or lead process improvement initiatives as assigned by the Director.

  • Other related functions as assigned. Collaborate with other UT Austin colleagues to initiate and develop process improvements.

Required Qualifications

  • Three years procurement experience; four years experience in the preparation of contracts and related documents.

  • One year experience with the State of Texas procurement process.

  • Working knowledge of contract documents (plans, specifications).

  • Experience negotiating construction contracts and solicitations.

  • Minimum of one (1) professional purchasing certification must be attained within twelve-month period of appointment to the position.

Once, attained, certification must be maintained active.

  • Experience using Excel, Microsoft Word, and eProcurement software.

  • Excellent communication, collaboration and organizational skills, with an ability to manage multiple simultaneous activities in a complex environment.

Certification in the following areas shall be acceptable:

  • Certified Texas Contract Developer (CTCD)
  • Certified Texas Contract Manager (CTCM)
  • Certified Professional in Supply Management (CPSM)
  • Certified Purchasing Manager (CPM)
  • Certified Professional Public Buyer (CPPB)
  • Certified Public Purchasing Officer (CPPO)

Preferred Qualifications

  • Bachelor's degree or additional education in contract management or related field. More than three years administrative experience. Four or more years of experience in the preparation of contracts and competitive solicitation process.

  • Four or more years of experience in State of Texas, Higher Ed procurement process.

  • Experience in construction industry, architectural, or engineering processes.

  • Advanced Work skills including merging, formatting styles, templates and Excel linked workbooks.

  • Familiarity with Jaggaer, Owner Insite

  • Professional certification in procurement and/or contracting.

  • Experience managing solicitations for design and construction for projects in a higher education setting as the procurement lead.

  • 1 or more years of procurement experience of major capital projects with a combined Total Project Cost value of $100M or more.

Salary Range

$90,000 + depending on qualifications.
