We are looking for a results-driven, relationship-building construction professional to manage the coordination of the completion of a variety of construction/renovation efforts after the project assignment.

As a Construction Operations Lead ...

You will own the development of work schedules, priorities, deadlines, and sequences of operations.

You will work with staff in the trades, services, and production work areas (e.g., machinists, mechanics, plumbers, carpenters, maintenance workers, electricians, technicians) and provide assistance to these craft employees in resolving problems and conflicts.

You will review work procedures for efficiency and revise as necessary; suggest new operating methods; as well as assist in developing applications for new techniques and procedures.

You will facilitate the discovery and correction of contract document errors and omissions and problem solving, which includes reviewing proposed plans to determine if that estimate job cost is in line with the budget, evaluate procedures for meeting project goals, evaluate and approve staffing requirements and secure available resources to construct various element of each project.

You will participates in daily, mid-range and long-range planning activities for the Group, to include reviewing incoming jobs, discuss requirements and specifications with supervisors and facility or service partners.

You will be the liaison between project management, field engineering, estimating, and subcontractors to ensure construction aligns with plans and specifications and APL quality standards; keeping senior management informed of potential problems, work interference, or schedule difficulties while maintaining liaison with owner, architect, and design engineers as needed to ensure compliance to design intent and owner happiness.

You will use personal protective equipment, perform work outside during inclement weather conditions, have the ability to lift/carry 50 pounds, may be required to work at heights and/or in confined space environments, and operate APL vehicles.

You will, as a newly-hired staff, receive regularly-scheduled certification safety training as required by EPA and OSHA/MOSH in the use of MSDS, respirators, scaffolding, ladders, fall protection gear, lockout/tagout, forklifts, aerial platforms, and confined space; undergo a periodic occupational physical.

You meet our minimum qualifications for the job if you...

Possess a Bachelor's degree in engineering, architecture, or project or construction management and 6 years of progressive experience in construction and have an understanding of applicable Building codes. Work experience may be substituted for education requirement.

Possess the ability to read blueprints, sketches, O&M Manuals, schedules, spreadsheets, and diagrams; and work well independently and in teams.

Are an effective communicator as well as being able to discern, respond to and assess emergency situations and initiate appropriate responses.

Are able to apply knowledge of rules, regulations, and guidelines of applicable codes at the appropriate level of project management planning and discussions.

Possess a working knowledge of personal computers and basic applications; showing strength in the use of Microsoft Office applications and experience using a Computerized Maintenance Management System.

Have experience using MAXIMO, APL's CMMS, or project scheduling software.

Have experience performing construction cost and resource tracking.

Have experience in emergency response, hazardous materials handling, and applicable OSHA/EPA regulations.

Job Summary: This position will be reporting to the Group Supervisor of Facilities Design and Construction Group. The section supervisor will supervise the Project Managers, Construction Managers, contractors and support personnel. This section is responsible for executing all APL facilities projects. A Section Supervisor is being sought to supervise, lead, and mentor a section of approximately ten to twelve staff, where staff are expected to have a variety of backgrounds and experience levels. The Section Supervisor will be responsible for defining expectations, implementing guidance and policies, providing performance coaching, and fostering the professional development of the staff in their section. They will work closely with other Section Supervisors in the Group, as well as leadership across the Laboratory, to maximize the impact to the organization, create and sustain a culture of excellence and cross-enterprise collaboration. Duties: Organizational Competencies: Responsible for establishing and promoting a climate conducive to intellectual curiosity, creativity, innovation, collaboration, growth, productivity, and respect for others. Draft personnel requisitions, interview candidates, collaborate on the hiring decisions, and ensure that technical knowledge is exchanged within and beyond the section. Implement best project management practices to ensure compliance with APL policies. Ensure that the section is staffed at the correct level and that staff are aligned appropriately. Work collaboratively across the Department and Lab to foster partnering to maximize the impact to the organization. Facilitate and oversee the implementation of section level operational transformation initiatives. Staff Development: Support staff development and coach staff as necessary, including receiving partner feedback throughout the year. Inspire and empower the staff to create a culture that embraces excellence, problem solving, diversity of thought, inclusion, and continuous improvement. Provide resources needed to train and develop the staff to meet current and emerging needs. Communicate often with staff regarding organizational vision and provide continual feedback and coaching support. Identify and develop key talent for future leadership roles. Operational Competencies: Ensure the section has the appropriate resources, facilities and tools needed to meet its mission. Oversees the development of all project specific Project Management Plans (PMP) to assure optimum product schedule, cost, scope, acquisition plan, budget and quality. Oversees all phases of major projects to assure integration and coordination within established time frames and maintains corporate goals and objectives, consistent with commitments, policy, and measurable performance criteria. Conducts periodic program review and analysis briefings to compare progress with objectives and established milestones. Identifies areas where slippage is occurring and determines required corrective action to bring project in line with established schedules. Reviews project progress, including contract modifications. Desired Qualifications: * Master's degree in Engineering, Architecture, Project Management, Construction Management or related field. * Licensed Architect or Professional Engineer certification in the State of Maryland or ability to become licensed within 6 months of hire * Experience with the regulatory environment in the State of Maryland. * Experience working in large campus environment and construction of secure facilities. * PMI, CFM, CMAA, or other professional Certification. Special Working Conditions: Requires the occasional operation of APL vehicles. Requires occasional non-standard work hours. Security: Ability to get Secret Clearance.
