Performs difficult skilled technical work directing, coordinating, scheduling, and overseeing the County's highway construction and improvement projects.  Work is performed under the general direction of the Assistant Highway Engineer.  Continuous supervision is exercised over personnel within the team.

  • Directs and manages construction inspection functions to Wright County, State, and/or Federal standards.

  • Uses independent judgment providing supervision and leadership to personnel under position's span of control; makes and participates in decisions on matters of hiring, transfer, suspension, layoff, recall, promotion, discharge, assignment, reward, adjusting grievances or disciplining employees under position's span of control; sets goals and objectives for others to work towards and monitors performance; creates and maintains a positive work environment fostering effective performance of staff.

  • Conducts analysis and research; performs studies; draft reports, prepares forms, and documents; utilizes computer programs to manage construction projects; prepares/reviews specifications and project estimates, computes material quantities, applies for project numbers with State; determines staffing needs for projects.

  • Process construction project change orders and pay requests using construction management software.

  • Conduct final quantity reviews prior to close out of projects and oversee plan as-built documentation and final records preparation.

  • Coordinates construction staking and survey control needed for construction related tasks.

  • Provides professional oversight and guidance of Engineering Technicians; directs and coordinates with external contractors/vendors/consulting firms that provide project oversight for Wright County.  Coordinate required technical certification training for staff.

  • Provides assistance, training, advice, and guidance to Engineering Technicians regarding advanced and complex engineering principles, construction procedures and practices, accepted industry standards, and best management practices; handles public and outside agency comments and concerns regarding project related issues.

  • Develops and implements Organization Processes, which may include standard construction inspections and testing procedures, programs and processes for effective project management.

  • Manages Wright County pavement management system and updates annual State-Aid Needs.

  • Performs and reviews complex professional engineering calculations for County infrastructure improvements, which may include but is not limited to: typical sections, cross-sections, traffic control layouts; determines, communicates, monitors and ensures data collection needs to complete analysis during construction.

  • Provides technical and professional support to field construction staff to ensure project construction will provide desired project results.

  • Participates in the Public Project Involvement process; attends public and landowner meetings to understand public concerns and to explain project construction practices, sequences, etc.

  • Performs other duties and activities as assigned.

Bachelor's degree in Civil Engineering, or related field, and three years of work-related experience in engineering or transportation design/construction management or an equivalent combination of education and experience.  Two years of supervisory experience is preferred.

A valid driver's license or evidence of equivalent mobility is also required upon hire.

Considerable knowledge of principles and practices of highway engineering, current construction methods and practices, current industry developments, literature and sources of information, pertinent codes, rules and regulations; knowledge of the management and structure of a County Highway Department; knowledge of road and bridge construction and maintenance; knowledge and the ability to effectively utilize asset management (pavement management) and geospatial software such as but not limited to ICON or GRIT (or equivalent); knowledge of project management and organizational principles, methods and procedures; knowledge of organizational financial positions and program budgeting; knowledge of State and Federal design requirements; knowledge of County, State, and Federal specifications for construction and their application to various types of construction projects; knowledge of advanced mathematics and its applications to field surveying and engineering computations; knowledge of engineering maps and records, and drafting nomenclature and symbols; knowledge of surveying procedures and equipment; knowledge of procedures for gradation and concrete testing; knowledge of soil types and material sampling procedures; knowledge of MnDOT standard specifications for construction; proven leadership qualities with ability to motivate employees; verbal and written communication skills sufficient to effectively draft and present technical information and respond to questions for a wide variety of audiences; reading comprehension skills sufficient to understand and interpret complex legal and technical documents; interpersonal skills sufficient to use construction management software, such as RTVision, One Office, and Microsoft Project (or equivalent); ability to manage and direct professional, technical, and clerical employees; ability to apply engineering knowledge and skill to complex and specific construction/design related problems and situations; ability to communicate technical information in a non-technical manner to technicians, other County staff and the general public; ability to balance multiple construction projects with numerous and often competing needs; ability to work as part of a team and to keep a project on budget and schedule and within the approved scope of work; ability to perform all job duties in compliance with safety guidelines and with an ongoing awareness of safety practices; ability to communicate courteously and professionally while maintaining positive working relationships with others when carrying out all job functions.

This work requires the occasional exertion of up to 50 pounds of force; work regularly requires speaking or hearing and using hands to finger, handle or feel, frequently requires sitting and occasionally requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling, lifting and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to fumes or airborne particles, exposure to toxic or caustic chemicals and exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
