PRIMARY DUTIES & RESPONSIBILITIES:
The State Department uplifts for this post include a 35% COLA and 20% Post Differential. The COLA allowance is determined per the DSSR payment allowance tables using the classification rate and base salary. In addition, a furnished housing allowance will be provided. One R&R has been scheduled for this project.
The contractor performs a wide range of construction management functions and post substantial completion Operations and Maintenance functions. During construction, prior to Substantial Completion, providing a full range of critical construction management and technical oversight of the project and preparation for transition to the Operations and Maintenance (O&M) of the new facilities under the direction of the OBO Project Director (PD), and close coordination with OBO Facility Management (FAC) and the Post Facility Manager (FM) as an Operations and Maintenance Transition Coordinator (OMTC)/Construction Manager (CM). After Substantial Completion, the OMTC working directly for and under FAC and the FM coordinating, planning and directing O&M, training, staffing requirements, and other duties for the Facilities staff for successful take over and management of O&M of the new facilities and building systems. In furtherance of these responsibilities, the contractor performs tasks and assignments that include, but are not necessarily limited to, the following:
Develops working knowledge of all technical requirements of projects
Provides Quality Assurance for ongoing construction project
Reviews contractor submittals
Prepares responses to Requests for Information (RFI) for questions related to engineering
Evaluates proposed submittal substitutions with engineering implications; makes recommendations to the Project Director
Coordinates the development of Independent Government Estimates (IGEs) for modifications and change orders
Reviews and evaluates design calculations and data from an engineering perspective
Prepares Monthly Progress Report summarizing project status
Other related duties as assigned by the Project Director
Works primarily on completion of and monitoring of the progress of tasks and deliverables in the O&M Transition Checklist for Building Acceptance, but under the direction of the PD also to perform quality assurance tasks, including inspections of the contractor's work and corrective actions, ensuring materials meet contract, reviewing contractor submittals for compliance with contract requirements, and resolving conflicts. Monitor the construction contractor's quality control program. Observe onsite construction and determine if construction elements are being installed, formed, and executed properly. Monitor construction progress vis--vis the project schedule and submit weekly progress reports with recommendations based on the technical review of project documents and field inspections
Review project drawings and specifications. Perform review of the Project Execution Schedule (PES) utilizing Primavera software or similar scheduling program. Review material submittals, Requests for Information (RFI's), project schedule updates, and prepare appropriate responses and recommendations for the Project Director. Identify deviations from the approved scope of work, construction drawings, and specifications, with appropriate reference to relevant contract documents
Witness commissioning tasks, including equipment checklist completion, spot check of QC documentation, start-ups, and completion of commissioned systems. Review of testing and balancing of systems, plan, schedule, coordination with system commissioning, and TAB report review. Closeout requirements include training activities and turnover documentation performed by the contractor inclusive of all spare parts, specialty tool and equipment inventory. Reviews and interprets construction drawings, specifications, and techniques to ensure compliance. Performs safety tasks including monitoring safety, and ensuring adequate safety training and equipment is provided
Prepare and submit daily logs/reports to the Project Director providing complete technical and administrative information. Coordinate administrative and technical activities between the construction, OBO CM, Post FM and OBO FAC Washington, DC. Review As-Built records. Review the contractor's Requests for Equitable Adjustment (REAs), prepare Independent Government Estimates (IGEs), and provide recommendations to the Project Director. Prepare project close-out documentation. Assist the Project Director in meetings and other forms of communication with local building authorities, utility companies, and vendors
Verify the ordering and receipt of all critical equipment manufacturer recommend spare parts, materials and tools as required by the construction contract as well as the initial purchase by Post utilizing project funds
Ensure that the Computerized Maintenance Management System (CMMS) is properly loaded with all equipment and maintenance schedules for all installed equipment in the new Mission
Ensure that the staff is fully trained and utilizing the CMMS as intended by OBO/CFSM/FAC
Responsible for the safe operations, maintenance and repairs to major mechanical and electrical building systems and equipment such as; chillers, emergency generators, air handling units, pumps, fire and life safety systems. Individual would also be responsible for routine testing and monitoring of building systems and equipment necessary to operate and maintain all mechanical equipment located throughout the NEC/NOB. The incumbent is responsible for the technical operation and oversight of maintenance of the facilities located on the US Embassy / Consulate Compound and the transference of this knowledge to the local staff
The incumbent will have contact with personnel at all levels within the embassy, both Americans and local nationals. These contacts will be in the performance of assigned tasks to include responding to customer complaints. Will also have regular contact with OBO/FAC technical personnel for support when equipment failures occur. Incumbent must have or will become totally familiar with the locations and operating parameters of all mechanical and electrical systems that support the Embassy facility. This knowledge is important when scheduling maintenance work and repairs
Serves as safety resource to the FM and assists in complying with safety standards; provides consultation, guidance, and technical assistance on matters related to workplace safety and security, including assisting in the development of OBO-specific safety manuals and forms and advising of proper recordkeeping requirements; establishes standards and developing controls or work processes specific in order to minimize or eliminate hazards and maintain consistency with safety policy; disseminates information as appropriate. Fully versed in the Army Corps of Engineers manual EM-385
Undertakes all duties to complete open issues from the PD. The PD will develop a "handover" list of all open items that require follow-up to resolve
Undertakes other duties, similar to those described above, as may be assigned by the COR

MINIMUM SKILLS & REQUIREMENTS:
Posses a Construction Management degree from an accredited university in the United States
A minimum of 7 years' experience on construction projects of similar scope and value to the project supported by this Task Order is required
Must have Final Secret, Interim Top Secret (TS), or Final TS security clearance issued by the Defense Security Service at the time of consideration
Knowledge of International Codes required
