The Airport Design & Construction department is looking for a dedicated Construction Manager, ready to lead high-impact, specialized airport construction projects with a focus on adopting innovative construction techniques and sustainability measures. The ideal candidate will have proven experience managing the overall project lifecycle, from monitoring the progression of planning and design phases to overseeing construction activities, ensuring they meet schedule and cost objectives. They will act as a key liaison between the Authority and general contractors, overseeing job site inspections, coordinating with various stakeholders, and fostering team development to ensure project success. This position offers the unique opportunity to contribute to significant infrastructure projects, enhancing the airport's service to the community and world.

Essential Functions:

1.      Provides guidance and coordinates efforts of planning, designing and construction management activities; manages and leads the overall project including technical, financial, and client satisfaction; develops procedures for monitoring the progression of planning design and construction phases; interfaces with project designers and contractors to ensure procedures are followed; oversees periodic inspection of construction activities; evaluates progress of project to determine conformance with time schedule and cost objectives.

2.      Coordinates construction project designs with regional, state, and federal jurisdictions including the Federal Aviation Administration (FAA), stakeholders, the public and special interest groups; assists with the preparation, and implementation of capital improvements program and related long- and short-range project plans.

3.      Directs staff in the execution of capital and other construction projects; provides oversight activities to ensure project compliance with all relevant federal, state, and local laws, regulations, codes, policies and procedures; develops, reviews and approves a reports, contract documents, engineering plans and correspondence; oversees the compilation and reviews the accuracy of engineering plans and drawings; develops and makes presentations on capital projects and engineering studies to management and other entities/organizations.

4.      Provides technical assistance to department staff by conducting research, analyzing data and drafting policy and procedure documents to address identified needs and issues; compiles materials, researches problems and complaints and responds to requests for information; obtains input and feedback; prepares recommendations where issues are identified; performs related duties as assigned.

5.      Serves as a liaison between the Authority and general contractors on specialized, multi-disciplined airport construction projects, including job site construction inspection; plans, organizes, coordinates, directs, and manages multi-disciplinary work efforts; oversees validation of products and materials; monitors and assesses construction performance and records construction activities to ensure compliance with construction documents.

6.      Communicates effectively with project team and general contractors; maintains project documentation through review of construction inspectors’ daily status reports; monitors and tracks contract schedules; reviews shop drawing submittals; processes and ensures incorporation of RFI’s; reviews contractor change orders and makes recommendations for changes; facilitates pre-bid, pre-construction, and regularly scheduled construction meetings.

7.      Directs, plans, and evaluates the activities of construction inspectors; trains and provides technical expertise and guidance to assigned staff; reviews and verifies punch lists; provides input related to planning for the construction of the project; ensures all worksite safety protocol and standards are followed.

  5. Operating Equipment: Effective use of common construction and surveying tools such as drafting tools, electronic locators, cameras, two-way radios, concrete testing equipment, etc.

Requirements

Required Education, Training and Experience:

  • Six years of progressively responsible experience in a public agency or consulting organization focused on construction management with advanced technical emphasis in disciplines involved in complex construction projects, of which at least two years were in a supervisory capacity or coordination of construction consultant work processes, equivalent combination of training and experience.
  • High school diploma or GED equivalent.
  • A California Class C driver’s license and the ability to maintain insurability under the Authority’s vehicle insurance policy.

Preferred Education, Certification, and Licenses:

  • Bachelor’s degree in mechanical engineering, electrical engineering, construction management or related course work
  • Certifications as Certified Construction Manager (CCM), Certified Professional Constructor (CPC), International Code Council (ICC) Certification, OSHA Safety Certifications.

The hiring salary for a Construction Manager is a minimum of $106,967

Pay Range for this role is $89,700 to $148,005.
