Acts as the Construction Manager on-site making sure that major Capital or O&M pipeline projects within the department are constructed in accordance with Company Gas Standards and approved contracts. Projects include Transmission, Storage, or Distribution. Monitors the internal and external inspectors and welders to ensure that work is completed in accordance with the contract documents and Company procedures.
Construction Manager on-sight and single point of accountability for projects which includes the following:
Solves problems in a timely and decisive manner to ensure quality, safety and compliance on the worksite and to ensure project success. Makes recommendation for immediate action that is provided to the Project Manager and/or Construction Management Team Lead.
Negotiates and documents changes during construction using Company Management of Change process and forms.
Monitors work methods of contractor and inspectors to ensure construction procedures, safety process, materials utilized and adherence to schedules. Evaluates contractors' performance.
On behalf of the Company, coordinates and provides for all interfaces between the Company and the contractor as related to submittals, schedules, permitting, material requirements, change orders work, environmental issues, local jurisdiction issues, accident investigations, invoices, clearances to work on or near energized facilities, as built drawings, etc.
Documents and reports on job progress, labor, equipment and material used on a daily basis. Reviews invoices from contractors. Responsible to review, monitor, and document that all materials used in construction projects have traceable, verifiable, and complete records prior to installation.
Develop and maintain budget and schedule controls during project construction. Responsible for continually appraising upper management of project status.
Ensures a daily safe working environment for all on the project site. Immediately addresses any unsafe issues, discusses and shares safety issues during daily contractor safety meetings.
Responsible to review or prepare all inspection records including but not limited to Project Weld Inspection Report, red line as-built construction drawings, Daily Inspector Log, Miscellaneous Job Report, Design Data Sheet, Test Chart, Hydrotest Log, etc.
Monitors job progress, work methods, construction procedures, materials utilized and adherence to project schedules. Evaluates and documents work quality and safety performance of the contractor. Coordinates the additional use of personnel and equipment.
Attends pre-bid, pre-construction and progress meetings as appropriate and may provide recommendations
Requires a minimum of a high school diploma. A bachelor's degree or equivalent is preferred.
A minimum of eight years of (welding and/or pipeline) construction experience is required, preferably related to Transmission high pressure gas pipeline construction required
Welding Inspection Certification (e.g. AWS or other approved Certification) highly desirable.
Must be knowledgeable of Cal-OSHA requirements related to pipeline construction and safety.
Must have a solid understanding of project management principles including scope development, developing and using a work breakdown structure, estimate development, cost control, schedule development and earned value progress measurement, change management, project financials, and risk management
. Requires strong analytical, judgment and administrative skills.
Must possess knowledge of construction techniques with the ability to read and interpret engineering specifications and drawings.
Must have a fundamental understanding of pipeline engineering and design, procurement, contracting, construction, field operations, and be able to communicate technical issues clearly and concisely to a non-technical audience.
Must be able to effectively communicate the company's position on adversarial or controversial issues to regulatory agencies or the public. Must speak convincingly regarding all matters of the project and be able to present oneself as a credible spokesperson, especially when dealing with regulatory agencies and the public.
Must possess strong leadership skills and demonstrate good management practices in order to direct, monitor and/or assist team members, both company employees and outside contractors.
Must be knowledgeable of construction procedures, Gas Standards, material, and equipment for both SCG and SDG&E
. Requires a valid CA driver's license, as travel and overnight stays may be required
. DOT safety sensitive. Subject to random drug testing
Must possess current Operator Qualifications including Tasks 1.5-0811 and 5.2.
Must possess the Gas Company High Pressure pipeline inspection course certification.
NACE CIP level 1 certified for coating inspections highly desirable
Must be knowledgably in pipeline coatings and application methodologies
Frequent to constant walking and standing on a job site
Extensive travel within all of SCG and SDG&E territories mandatory and will perform inspection duties under both company standards
Extended working hours will be required during project construction timeline
