As Gannett Fleming continues to expand our client and project portfolio in the West Region, we are excited to identify an experienced Program Manager/Construction Manager to manage and provide oversight within a large group of Capital Improvement Projects for a local City in Northern California.

The Program Manager will learn the local agencies purchasing and procurement rules; the City's standard plans and specifications; and the City's processes for obtaining approvals and permits. Possessing the desire to learn, research, be resourceful, and a self-reliant Program Manager is key for this role.


  • Provide start to finish Capital Improvement Project delivery with oversight from City staff.

  • Obtain project files from City staff, review current status of projects, and approval process'.

  • Prepare a Project Summary Sheet for all new projects and for older projects missing summary sheets.

  • Utilize our library of City documents, design standards, specifications, etc. ongoing reference for all phases of project development and delivery.

  • Work with our Project Manager to assemble a revised CIP list as the foundation of the program.

  • Work with our Project Manager to review all projects in the CIP to prioritize where project delivery effort will be placed and develop an overall delivery Master Schedule for all projects.

  • Prepare and present staff reports and resolutions to City Council

  • Project document and record management

  • Scope refinement and cost control

  • Develop and manage Project budgets with cash flow analysis system with regular updates.

  • Research sources and manage project grant funding applications, processing, and reimbursements

  • Review each project for missing information, update costs, schedule, funding, status, phasing, etc.

  • Identify for each project critical external factors (regulations, permits, right of way); constraints (environmental, funding); and stakeholders (transit, other departments, property owners).

  • Permit acquisition and interagency coordination

  • Contract and oversee environmental review/studies

  • Bid document preparation, evaluation, and award recommendation

  • Host kickoff meetings with key City staff and consultant management team to confirm procedures, communication, documentation, reports, deliverables, and any other relevant topics related to the projects.

  • Manage, review, approve, and document construction inspections, inspection reports, daily logs records

  • Manage all phases of submittals, consultant pay requests, change orders from conception to close out

  • Work with our Project Manager to create (or update) a boilerplate RFQ and RFP for use on the CIP program.

  • Record files and record drawing submittal management

  • Prepare notice of completion

  • Staff Augmentation to manage or meet with programs such as Traffic Advisory

Minimum Qualifications

  • Bachelor's Degree in Civil or Structural Engineering or directly related experienceas a Program Manager for local municipalities, start-finish construction projects, leadership, and periodic presentation delivery/public speaking.

  • 5+ years local agency program management experience that includes project development planning through project acceptance.

  • Working with local agency planners, environmental specialists, engineering designers, construction managers, and contractors to deliver a variety of vertical and horizontal CIP projects

  • Understanding of funding sources, processes; grant research, application, and approval process

  • Ability to work in a diverse team environment, as a direct extension of the local agency staff.

  • Professional Engineer License (PE) in California preferred but not required.

  • Knowledge of E-Builder and OpenGov (formerly known as ProcureNow) preferred.
