Position Description

POSITION OVERVIEW:

  • Provide administration, oversight, and management of all aspects of Harris County Road and bridge construction projects.

  • Manage multiple simultaneous capital improvement and/or maintenance projects, ensuring that projects are constructed in accordance with plans, specifications, and all applicable standards. Manage various contract related documents including but not limited to requests for information, change orders, purchase orders, contract agreements, etc.

  • Utilizing both electronic and hard copy media.

  • Evaluate, make appropriate engineering decisions and provide written responses/documentation regarding the interpretation of contracts, costs, changes to plans, specifications, field conditions, construction methods, safety, materials, project schedules, etc.

  • Manage work orders, scope of work, contract budgets, contract timelines, etc.

  • Schedule, coordinate and conduct all project meetings including pre-construction, progress, coordination, conflict resolution, etc.

  • Coordinate with various Harris County department representatives, contractors, consulting firms, materials labs, and interested parties both public and private to identify and resolve issues on the job site.

  • Represent Harris County to public and private individuals and agencies as applicable who may be affected by construction activities.

  • A senior Construction Manager is expected to be able to effectively provide management on 10-12 maintenance projects (approx. $1M each) or 6-8 capital projects (approx. $4.SM each} at a time and have a minimum of 5 years of experience in Construction Management.

JOB DUTIES:

1.Attend, coordinate and conduct pre-award, pre-construction, bi-weekly, monthly status, and general coordination meetings with inspectors, design engineers, consultants, contractors, Precincts, and stakeholders to provide progress updates and resolve issues.

  • Meetings timely and commensurate with urgency and expected regularity.

  • Agendas/Reports - issue within 3 business days ahead of the meeting

  • Minutes- issue within 3 business days after the meeting

2.Review, evaluate and recommend approval of payments and change orders for condition changes, quantity changes, cost changes and design changes.

  • Review and approve pay estimates and change orders - in accordance with deadlines; NLT 24 hours.

  • Resolve requests for information - review and ensure compliance with fair and reasonableness with appropriate backup.

  • Respond within 3 days (backup/updates may be provided for delays caused by pending issues).

  • Process changes orders - in accordance with urgency; NLT within 1 month.

  • Prepare court documents - provide accurate and thorough information and backup.

3.Manage project information.

  • Scope of Work - ensure a clear scope of work is established and maintained throughout the course of the contract and ensure all interested parties are informed and in agreement with the scope of work.

  • Budget- monitor continually and provide updates to stakeholders on current expenditures as applicable/monthly [term contracts could be daily (asphalt) or weekly (typical))

  • Schedule - maintain critical path calendar for all non-term projects; notify stakeholders 6 months ahead of term expirations.

  • Communications - issue Notice to Proceed Letters, Substantial Completion Certificates, and other documents as required or within 3 business days ahead/behind occurrence.

  • General information (generally, update within 3 days of occurrence).

  • Handover - review and update, assign project roles and set up/train project team members [update all fields in eB on details page, assign project roles, submit tickets for training, etc.)

  • Role changes - update [eB] at occurrence.

  • Schedule - update [eB schedule module] bi-weekly [SPI true representation of project progress].

4.Monitor construction activities, minimize potential problems and provide feedback to teams to limit future issues.

  • Attend pre-award field walks to identify potential issues and provide feedback to design teams.

  • Visit project sites, coordinate with inspection teams for review and assessment of daily construction activities.

  • Document reasons for change orders [in CO process - reason and timing]

  • Communicate issues to the design team [LEARN process)

5.Manage project closeout.

  • Close projects in accordance with timeline and procedures [begin eB Close process 30 days prior to anticipated.

  • Substantial Completion and complete within 30 days of Punch List completion]

  • Archive project information in accordance with procedures [update eB fields, submit Record Drawings to archives, etc.]

  • Notify stakeholders of project closure and coordinate closure of all purchase orders [within 60 days of Substantial Completion]

6.Assist with training and mentoring of new Construction Managers in accordance with Harris County processes and procedures.

7.Coordinate and assist as required to facilitate the success of the project and project team.

Requirements

Education:

  • Bachelor's Degree in Engineering or related field; experience may not be substituted for education.

Experience:

  • Minimum four years of experience in roadway civil engineering design and construction.

Knowledge, Skill & Abilities (KSAs):

  • Strong skills using Microsoft Office applications.

  • Excellent written and verbal communication skills using proper grammar, punctuation, and spelling.

  • Effective communication with co-workers, general public, industry and governmental representatives.

  • Strong supervisory skills and the ability to effectively manage a project team. Ability to interpret and apply written materials, e.g., policies, procedures, operating instructions, and safety notices.

  • Ability to work professionally and courteously with the public, members of the department, county employees and contractors.

  • Solve mathematical problems that may be required in normal work situations.

LICENSES AND CERTIFICATIONS:

  • Valid Class "C" Texas Driver's License required.

General Information

Position Type, and Typical Hours of Work:

  • Full-Time | Regular | 40 hours per week

  • Hybrid schedule: Three days in the office and two days working from home.

  • Subject to early mornings, late evenings, weekends and holidays at times, depending upon the project or workload.

Salary:

  • Commensurate with experience, based on 26 pay periods.

Physical Demands and Environmental Exposure:

Most assignments will be performed in an office, meeting, or operations command center environment, but some field work may be required. May be required to work extended work hours during activation of disaster recovery operations for an unspecified length of time (varies based on the extent of the event).

This position requires bending, stooping, and lifting up to 25 lbs., frequent walking, standing, sitting, reaching, and ascending/descending stairs.
