ENGINEERING DEPARTMENT, CONSTRUCTION MANAGEMENT SECTION, VARIOUS LOCATIONS: CARSON FIELD OFFICE, CARSON AND JOINT ADMINISTRATION OFFICE, WHITTIER

NOTE:

These positions may occasionally require work during holidays, weekends, night or evening hours.

ESSENTIAL FUNCTIONS:

To perform field inspections of construction projects.

JOB SUMMARY:

Under general supervision from a Supervising Construction Inspector, the incumbent will be involved in driving to various construction sites to inspect the excavation of trenches, installation of various sizes and types of sewer pipe, backfilling of trenches, construction of standard manhole structures and special reinforced concrete structures, restoration of surfaces and existing improvements for conformance with plans; specifications, safety orders, codes, permits and general requirements of other agencies; inspecting the fabrication of pipes and other specialized materials; inspecting or assisting others in the inspection of landfill construction, treatment plant construction, buildings, welds, masonry, mechanical or electrical work; identifying design conflicts and making recommendations; coordinating construction and inspection activities with contractors and other agencies; interprets and explains relevant codes, ordinances, regulations and Districts standards; receiving and reviewing approved submittals; attending preconstruction meetings; keeping a daily log of construction activities and preparing status reports; interacting with contractors, engineers, and the general public; conducting safety meetings; and performing related duties as required.

This job may be filled at any level. CONSTRUCTION INSPECTOR I is the first working level class in the series.

Incumbents perform increasingly more complex pipe manufacture and sewer line construction inspection and assist in the inspection of treatment plant or pumping plant construction. CONSTRUCTION INSPECTOR II is the intermediate level class of the series.

Incumbents perform inspections of moderate difficulty with occasional instruction or assistance.

CONSTRUCTION INSPECTOR III is the journey level class of the series in which incumbents perform moderately difficult inspections of sewer line construction, treatment plant and pumping plant construction, and assist in the more complex inspection tasks of treatment plant and pumping plant construction. This class differs from the Construction Inspector II class by the greater technical knowledge required, the greater independence of action and the greater complexity of the projects assigned.

DESIRABLE QUALIFICATIONS:

Proficient using computers and computer software in particular Microsoft Word and Excel. Construction Technology coursework and at least 2 years of electrical inspection experience. MINIMUM QUALIFICATIONS

Candidates must possess: A valid California Class C driver license

  • AND- for CONSTRUCTION INSPECTOR I: an ACI Concrete Field Technician Grade 1 Certificate; for CONSTRUCTION INSPECTOR II: an ACI Concrete Field Technician Grade 1 Certificate

  • AND- two years of experience as a Construction Inspector I with the County Sanitation Districts of Los Angeles County, -OR- two years of equivalent construction inspection experience; for CONSTRUCTION INSPECTOR III, an ACI Concrete Field Technician Grade 1 Certificate

  • AND ONE OF THE FOLLOWING: Special Inspector certification as Reinforced Concrete, Prestressed Concrete, Structural Masonry, Structural Steel and Bolting, Structural Welding, Soils, or Commercial Electrical issued by the International Code Council (ICC), a Coating Inspector Program (CIP) - Level 3 Peer Review Coating Inspector certification issued by the National Association of Corrosion Engineers (NACE), or a Certified Welding Inspector (CWI) certification issued by the American Welding Society (AWS)

  • AND- two years of experience as a Construction Inspector II with the County Sanitation Districts of Los Angeles County, -OR- two years of equivalent construction inspection experience; FOR ALL CLASSES: College coursework in Construction Technology or a closely related program may substitute for the required experience on a year-for-year basis.

EXAMPLES OF ASSESSMENT CRITERIA

The competitive selection process for ALL CLASSES: may cover a knowledge of:

Techniques and methods of general construction and maintenance trades; construction safety practices and principles including shoring, confined space entry and traffic control safety.

The ability to: Read and interpret various building codes, plans, specifications, blueprints, survey documents, and legal descriptions; prepare and maintain construction notes; prepare reports; communicate clearly both orally and in writing; establish and maintain effective working relationships with Districts staff, contractors and the public; inspect construction work and materials for quality and adherence to plans and specifications. In addition to the above, the CONSTRUCTION INSPECTOR II AND III levels, may cover a knowledge of:

Technical aspects of concrete mixing, forming, placing, curing, finishing, and testing; placement and support of form work and reinforcing steel; masonry, welding, trench excavation, shoring, and backfill; pavement placement and finishing; soil types and compaction; construction equipment and material; surveying principles; applicable safety rules and regulations. The ability to: Read and comprehend plans and specifications; conduct inspections of a wide variety of complex construction projects which include pipe construction, mechanical equipment installation, sewer, pumping plant and wastewater treatment plant construction, and material fabrication; exercise sound judgment in responding to contractors, Districts staff and the public.

JOB SUMMARY: Under the general supervision of a Supervising Designer and the technical direction of Designers and Engineers, the incumbent operates CAD Microstation software to produce and edit electrical engineering plans, sections and associated electrical and instrumentation diagrams for Districts facilities; modifies drawings and 3D models to incorporate design changes; solves mathematical problems to accurately complete the drawings using software to retrieve, edit, and display design information; drafts preliminary and final plans for review by engineering staff, drafts profiles and detailed drawings from various notes, sketches, descriptions or other sources utilizing CAD systems; makes material takeoffs; and performs various technical drafting functions as required. MINIMUM QUALIFICATIONS Candidates must possess the following: A valid California Class C driver license -AND- for DRAFTING TECHNICIAN I: Six months of experience performing drafting related work -OR- Two years of college level or trade school drafting related courses; for DRAFTING TECHNICIAN II: One year of experience with the County Sanitation Districts of Los Angeles County performing the duties of a Drafting Technician I -OR- Two years of drafting related experience above the trainee level. Completion of twelve units of college level or trade school drafting related courses may be considered in lieu of one year of the required two years of drafting experience; for DRAFTING TECHNICIAN III: Two years of experience with the County Sanitation Districts of Los Angeles County performing the duties of a Drafting Technician II -OR- Four years of drafting experience above the trainee level. Completion of twelve units of college level or trade school drafting related courses may be considered in lieu of one year of the required four years of drafting experience.
