General Summary:

The Harris County Flood Control District is seeking exceptional candidates for the position of Inspector with the Construction Division.

This position is responsible for inspecting construction projects involving site clearing, grading, excavation, backfilling, and/or installation of reinforced concrete structures such as box culverts, low flow sections, slope pavement, inlets, manholes, and street sections.

Essential Duties & Responsibilities:

  • Observe and inspect work-in-progress to ensure construction processes are consistent with plans and follow generally accepted construction standards.

  • Assure the project is constructed in accordance with the approved construction plans, good construction practices, and applicable local, state, and federal permits and approvals.

  • Coordinate with contractor representatives on work scheduling, interpretation of plans and specifications, and acceptable materials and workmanship to ensure compliance with plan requirements.

  • Inspect materials on construction sites to ensure compliance with specifications and drawings.

  • Discuss rejections of materials and deficiencies in construction methods with contractor representatives.

  • Document (with written words, pictures, product labels, etc.) rejected materials and workmanship that do not meet requirements.

  • Gather information and compile written inspection reports and perform related duties.

  • Photograph inspected construction site, attend meetings, and prepare daily inspection reports and related correspondence.

  • Advise management of problems and prepare recommendations for solutions using best practices.

  • Prepare correspondence, complete forms, and maintain records and files related to work activities.

  • Work hours may be outside normal business hours and may include weekends.

  • Perform other duties that may be added or changed as the course and scope of the job directs.

Education & Experience:

  • High school graduate or equivalent.

  • Verifiable experience in construction inspection or a similar field.

  • Knowledge of construction standards, practices, and techniques.

  • Knowledge of bayou, drainage area, and rights-of-way maintenance.

  • Prefer an Associate degree or higher in construction management or a related field.

  • Prefer prior inspection experience in interpreting drainage and flood control construction plans and inspecting construction installations.

  • Construction experience and/or education may qualify the applicant for a higher position with equivalent pay.

  • Frequent walking up and down steep slopes of ditches or on rough and uneven surfaces or ground such as sloping terrain, plowed or furrowed areas, or construction sites.

  • Frequent stooping, bending, reaching, lifting, and carrying of items up to 11 pounds and occasional lifting of up to 20 pounds.

  • Frequent driving of a vehicle with automatic controls or four-wheel drive.

  • Occasional sitting for extended periods of time.

  • Occasional ascending/descending stairs.

  • Occasional sorting, filing, shelving, and handling of documents, books, files, file drawers, and related materials and equipment required for clerical operations.

  • Approximately 90% of duties are performed outdoors where there will be routine exposure to significant levels of heat, cold, moisture, air pollution, wind, and dust.

  • May be exposed to vegetation retardants, herbicides and/or fertilizers, petroleum products including but not limited to gasoline, oil, grease, diesel, and other fuels and lubricants, snakes, wildlife, wasps, bees and other flying/walking insects, aquatic bacteria, viruses, and other micro-organisms, vibration and/or noise in excess of 85 decibels.

  • Approximately 10% of duties are performed indoors in a normal office environment with acceptable lighting, temperature, air conditions, and noise levels.

  • Requires a valid Class "C" Texas Driver's License.
