Job Description: The purpose of this position is to organize, supervise and manage highway and bridge repair and replacement on the County's arterial road system for compliance with plans and specifications. The work is performed under the direction of the Highway Construction Manager.

This is a part-time position not to exceed 1200 total yearly hours. There are no benefits included with the position. Hours and shifts may vary.

STARTING HOURLY RATE: $25.10 per hour

  • Oversees contracts for and manages highway and bridge repair and replacement projects to ensure Federal and local standards, specifications, and contractual obligations are being met.

  • Inspects asphalt and concrete paving, grading, drainage, bridge structures and other construction incidental to road and bridge improvements.

  • Works with private contractors to ensure quality of work and maintain project budget.

  • Reviews, prepares, coordinates, and approves invoices, change orders and project correspondence, including reports and correspondence necessary for compliance with Federal funding requirements.

  • Reviews plans and specifications developed for upcoming road and bridge improvement projects.

  • Reviews right-of-way agreements between County and property owners in response to resident concerns.

  • Coordinates meetings with public, design consultants, right-of-way negotiators, contractors, MoDOT and other municipal agencies to address issues associated with active or upcoming road & bridge projects.

  • Coordinates utility relocation in conjunction with proposed road & bridge improvements.

  • Meets with residents to address concerns arising from road & bridge construction projects.

  • May review or prepare designs for highway construction and maintenance projects.

  • Performs routine maintenance on County vehicles.

  • May perform routine surveying.

  • Works with maintenance division to address road and bridge related issues.

  • Performs other duties as assigned.

REQUIREMENTS:

  • Education

  • Bachelor's degree in Civil Engineering or currently enrolled in Civil Engineering undergrad or graduate program required.

  • Certifications

  • A motor vehicle driver's license and satisfactory driving record.

  • Job Experience

  • 2 to 4 years of progressively responsible engineering in civil engineering design or review.

  • An equivalent combination of education and experience that provides equivalent knowledge, skills, and abilities may be considered.

  • Knowledge, skills, and abilities

  • Requires knowledge of principles, practices, methods and techniques of civil engineering, surveying and transportation planning. Knowledge of St. Charles County roadway standards and specifications in the Unified Development Ordinance.

  • Ability to read, draft and interpret complicated plans, specifications, estimates and legal descriptions. Ability to review construction, right-of-way, and site plans and recognize deviations from County codes or accepted engineering practices.

  • Ability to research County records including deeds, road plat books, survey plats, etc. Ability to operate a variety of computer software programs such as AutoCAD, Microsoft Word, and Excel.

  • Must have and maintain a motor vehicle driver's license and a satisfactory driving record.

  • Familiarity with state statues concerning County's authority over work on the public right-of-way.

  • Ability to utilize information such as construction plans, special use permit applications, contracts, hydraulic studies, land deeds, exhibits, and engineering manuals.

  • Ability to analyze date and information using established criteria

  • Ability to compare, count, differentiate, measure, copy, record, and transcribe data and information.

  • Ability to communicate orally and in writing with engineers, developers, contractors, the general public, and County personnel.
