Job Description: Cost Construction Analyst Reports to:

Program Manager or Case Management Supervisor Status: Full-time Exempt Contract Funded Role of the Cost Construction Analyst: The Cost Construction Analyst (Coordinator) (CCA) is a critical partner to the Disaster Case Manager (DCM). The CCA assesses home damage, verifies the damage is storm related, provides repair estimates and develops a plan for the repairs using skilled volunteer labor whenever possible and/or local contractors as necessary.

The CCA also works closely with the Resource Coordinator for donated materials, volunteer labor and contractors to manage the repair projects and volunteer teams. Work will be in Maui, HI Essential Job Requirements: current background check and negative and/or drug test prior to hiring available to work a flexible schedule, including occasional evening and weekend hours to meet Survivor availability; able to maintain ethical conduct in accordance with organizational policy; conduct business in a manner consistent with the mission, values and policies of the organization; able to maintain high standards for protecting client information, including financial information, and sharing confidential information only as agreed upon by the Survivor and as evidenced by a signed release form; able to work calmly and effectively to resolve conflicts in sensitive situations; able to work collaboratively with others: colleagues, Survivors, volunteers, partner agencies, vendors; computer literate, with proficient skills in Microsoft Office (Word, Excel and Outlook) and ability to learn new and/or customized software; knowledge and experience in construction trades, especially residential construction; project management experience; possess strong communications skills with ability to guide volunteer teams; ability to build vendor relations; organized and prepared for meetings, briefings, and conversations with clients, staff and external partners; ability to meet reporting deadlines possess no outside business interest that may conflict with the client or the organization's goals and objectives; demonstrate helpful inter-personal skills, such as: awareness of the impact of the disaster on the community, the family and the individual; effective listening and interviewing skills; cultural competence relative to the population served; compassionate and sensitive to the needs and concerns of individuals and families in crisis; knowledge of and able to use Xactimate software current working knowledge of local building codes and ordinances monthly mileage reporting mandatory Essential Job Functions: Assist Survivor through the home repair process by providing guidance, supervision, technical advice and expertise in conjunction with case management.

Walk homeowners through the proper permit process. Conduct project inspections and provide Scope of Work and itemized estimates for labor and materials and applicable volunteer skills needed using provided template Complete and explain the statement of understanding with the homeowners, as needed. Coordinate the efforts of volunteers, contractors and inspectors in order to complete multiple projects in a timely manner in partnership with the rest of the direct services team.

Cultivate effective relationships with partner agencies, inspectors, vendors, and the community. Work with resource coordinator to orient volunteers to project expectations and assign specific jobs according to their skills and abilities. Meet with appropriate building inspectors and have a good working knowledge of standard codes and construction.

Implement city and state-approved hazard mitigation measures per Survivor Secure all components needed to complete home repair projects including timely acquisition of materials in partnership with donated materials coordinator, case management and funding table as needed. Supervise the work of all volunteers and contractors in order to ensure safety and quality workmanship and compliance with any Federal/State/Local CoVid 19 protocols. Maintain accurate records of construction progress and financial accounts for each project.

Complete all essential documentation and reports, including home repair agreements. Other duties as assigned which may be outside this job description. monthly mileage reporting is mandatory Working Conditions: Must have a valid driver's license, registered, insured and reliable vehicle to be able to drive within the service area as needed to fulfill the requirements of the position.

The position is hybrid, in-person and remote work. The expectation is that most work will be conducted in-person and requires visits with Survivors or in-office work. Other hours (up to a total of 40 hours/week) can be worked remotely.

There is no overtime work in this program. The schedule will be set by the Case Manager Supervisor or Program Manager. To comply with regulations by the Americans with Disabilities Act (ADA), the principal duties in job descriptions must be essential to the job.
