About the Position:

This position may be filled as a temporary promotion or temporary reassignment NTE 5 Years by a current permanent Army employee. Temporary promotions or reassignments may last up to a maximum of five years, and may be made permanent without further competition.

This position may be filled as a term appointment NTE 5 years, if the candidate is not a current permanent Army employee. Term appointments may be extended up to a maximum of eight years.

Responsibilities

  • Construction projects to include, but not limited to, multi-million dollar water control and flood protection projects.

  • Reviews and recommends amendments or revisions of proposed contract plans and specifications to insure conformity with overall project requirements and local field conditions.

  • Inspects construction materials and all phases of work in progress.

  • Reads and understands contract plans and specifications to enforce compliance with contractor's representatives.

  • Rejects non-conforming safety, workmanship and materials.

  • Inspects equipment operations, work premises and practices for conformance with safety and environmental rules and regulations.

  • Recommends contract modifications to address unforeseen conditions, correct design deficiencies or improve construction.

  • Collects and prepares material test samples for shipment or delivery.

  • Prepares, reviews, and submits daily inspection and construction progress reports.

  • Maintains effective working relationships with the contractor, the local sponsor, and representatives of other organizations.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes reading and understanding plans and specifications; inspecting materials and workmanship to ensure quality, safety, and compliance with contractual requirements; reviewing contractor-submitted documents for accuracy and adequacy; inspecting construction to assess quality control of Contractors; providing input to project engineers toward solutions or courses of action required based upon thorough knowledge of contract specifications, common trade practices, and observations made at project sites; furnishing field information for construction progress and feeder information for other reports; experience with earthwork and concrete work such as: planning, scheduling and timing of long-range and day-to-day construction and phases thereof, such as preparation of site and foundations; erection of concrete forms; mixing, placing and curing of reinforced concrete; and installation of mechanical and electrical equipment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

VIEW JOBS 1/13/2019 12:00:00 AM 2019-04-13T00:00 Job Description Commercial Construction Intern A Construction Intern (CI) participates in a hands-on internship experience in the "Cornerstone Phase" within the HITT Futures Leadership Program. CIs are placed with Futures program mentors for the duration of their seasonal work at HITT, participating in day-to-day operations of the project management team. This training and employment period will be used as an opportunity for the candidate familiarize themselves with the different facets of construction while learning the way HITT conducts business relative to our industry. Further, this period should also be used by the candidate to become familiar with HITT's history and corporate culture. It is the intent that at the end of the Intern period that each successful candidate would be offered an opportunity to continue in our HITT Futures Leadership Program. Responsibilities * Support the project management team with subcontractor and supplier coordination, material tracking, file management, document control (submittals, RFIs and change orders) and progress reporting. Assist the preparation of bid packages and work with team members to solicit and evaluate subcontractor bids * Support both administrative and construction projects/procedures, reviewing proposals/specifications, drawings, execute material takeoffs, prepare cost estimates and attend preconstruction meetings and client walk-throughs * Collaborate with site operations and workforce to assist with project layout, construction drawing and trade coordination, verification of site conditions, safety and quality control Qualifications * Current student pursuing an undergraduate or graduate degree from an accredited university within the construction, engineering, or business concentrations strongly preferred * Previous industry internship/work experiences a plus * Ability to work approximately 40 hours per week for the duration of the 10-week construction internship program (no overtime available) * Ability to successfully manage multiple, competing priorities in a deadline driven environment * Ability to learn sector/project-specific software systems including but not limited to: Microsoft Office suite (ex.
