About the Position:

This position may be filled as a temporary promotion or temporary reassignment NTE 5 Years by a current permanent Army employee. Temporary promotions or reassignments may last up to a maximum of five years, and may be made permanent without further competition.

This position may be filled as a term appointment NTE 5 years, if the candidate is not a current permanent Army employee. Term appointments may be extended up to a maximum of eight years.

  • Construction projects to include, but not limited to, multi-million dollar water control and flood protection projects.

  • Reviews and recommends amendments or revisions of proposed contract plans and specifications to insure conformity with overall project requirements and local field conditions.

  • Inspects construction materials and all phases of work in progress.

  • Reads and understands contract plans and specifications to enforce compliance with contractor's representatives.

  • Rejects non-conforming safety, workmanship and materials.

  • Inspects equipment operations, work premises and practices for conformance with safety and environmental rules and regulations.

  • Recommends contract modifications to address unforeseen conditions, correct design deficiencies or improve construction.

  • Collects and prepares material test samples for shipment or delivery.

  • Prepares, reviews, and submits daily inspection and construction progress reports.

  • Maintains effective working relationships with the contractor, the local sponsor, and representatives of other organizations.

Travel Required

Occasional travel - The business travel requirement is 10%

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes reading and understanding plans and specifications; inspecting materials and workmanship to ensure quality, safety, and compliance with contractual requirements; reviewing contractor-submitted documents for accuracy and adequacy; inspecting construction to assess quality control of Contractors; providing input to project engineers toward solutions or courses of action required based upon thorough knowledge of contract specifications, common trade practices, and observations made at project sites; furnishing field information for construction progress and feeder information for other reports; experience with earthwork and concrete work such as: planning, scheduling and timing of long-range and day-to-day construction and phases thereof, such as preparation of site and foundations; erection of concrete forms; mixing, placing and curing of reinforced concrete; and installation of mechanical and electrical equipment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Key Responsibilities: * Ensure all functions of the Dispatch Department are managed including coordinating the efforts of Fleet Planning, Maintenance Control, Ground Operations, Dispatch, Crew Resources, Operations Training, Marketing, Customer Service and other departments to ensure efficient and effective operation of the airline. * Review and optimize daily flight, crew and maintenance plans for optimal on time and cost performance. * Responsible for the coordination, scheduling, and monitoring of dispatch and flight planning. * Lead the negotiation strategy and management of TWU Labor Agreement. Ensure all provisions of the Agreement are complied with. * Supports the VP of Flight Operations by providing all pertinent reports, filings and follow-up actions on incident and accident reports to include those required by either the FAA or the Company. * Leads the OCC and operation in manner that supports and facilitates a safety-first attitude. * Leads and manages the OCC team to achieve operational reliability, compliance and sound economic decision making. * Maintains a safe, efficient, professional and productive environment in the OCC. Ensures OCC readiness for anticipated events including staffing levels, workload assignments, and systems readiness. * Provides leadership and guidance to the OCC to insure all flights, cancellations, irregular operations, swaps and crew resources are managed effectively and in a pro-active manner. * Oversees the ATC Coordinators, Dispatch Shift Coordinators, Crew Schedulers, Dispatchers, Customer Solution Architects, and MOC to insure all groups and decisions provide for strong operational reliability and protect the overall network with minimal cost. * Manages the recovery of irregular operations and large-scale schedule disruptions in an expeditious manner. * Guides and mentors all OCC employees, communicates company strategic goals and objectives, and maintains strong OCC morale and sense of teamwork. * Fosters positive relationships in the OCC, ensuring collaboration amongst all OCC groups and stations. Develop and maintain positive relationships with multiple company departments, service providers, and governmental partners. Interact at all levels to insure the necessary resources are available and utilized when needed. * Leads operational briefings for the purposes of review and readiness. * Identifies and analyzes ways to improve operational performance and cost, develops action plans, builds consensus and establishes or modifies OCC policies and advocate for changes to other departmental company policies. * Ensures prompt and effective communication from the OCC to all internal and external Customers regarding operational decisions, OCC plans and Irregular operations. * Ensures the OCC pro-actively implements strategic operational plans, in advance of anticipated disruptions. Ensures prompt and effective tactical OCC response to unforeseen events. * In emergency situations coordinates the event ensuring safe operations, and initiates notification procedures of the proper authorities, company department heads, Corporate Communications, and other stakeholders. * Initiates responses for all incidents and accidents, including determining the level of response and escalation. Moderating initial event briefings. * Responsible to provide feedback to network planning and crew planning to insure operational perspectives and needs are accounted for. * Responsible to ensure strategic operating plans are developed and implemented in anticipation of major disruptions. * Ensures Proper operational control of Spirit flights, and the effective and efficient Planning and Flight Following of all flights including proper alternate and fuel planning. * Ensures efficient use of company resources and makes balanced decisions to minimize cost while ensuring a positive Customer experience. * Ensures tarmac rules are followed. Authorized to direct gate returns and the use of resources to avoid violations. Required Skills/Experience: * Self-directed and capable to contributing to the development of the OCC * FAA certificate required: can be Dispatcher, Pilot or be Airframe and Powerplant Licensed * 3-5 Years of Experience in a Leadership role * 3-5 Years of OCC experience * Work under close supervision/direction * Ability to effectively coach, mentor and influence others throughout the organization * Travel up to 10% * Able to lift up to 10 LBS * General Office Environment * Utilize a computer for extended periods of time * Move throughout the office for extended periods of time (up to 10-12 hours per day) * Available 24 hours per day * Works well and safely under pressure * US driver's license and a good driving record * Experience with SABRE Flight Planning products or other flight planning software products * 5 years of experience utilizing Microsoft Office including Word, Power point, Excel, and Outlook May perform other responsibilities as assigned.
