BASIC FUNCTION:

The Construction Contracts Assistant will perform a variety of advanced and complex technical and clerical duties related to contract procurement and processing in the Strategic Sourcing and Contracts department.

There is currently three (3) 40 hour per week positions availableat:

This is a promotional/open opportunity, which means that current monthly-salaried employees receive precedence over other candidates on the eligible list.

For a promotional/open posting, the top ten internal applicants will be provided unless there is an insufficient number and then the list will be supplemented with the top external applicants to make up the ten (Employment Regulations for the Classified Service of the San Diego Unified School District: Article 2, Section 9).

  • Assist in the coordination of the facilities contract procurement process including prime contractor, subcontractor, and consultant pre-qualifications, complex contract bid packages for various delivery methods, design agreements, direct pay agreements, bid evaluations, and award recommendations. E
  • Prepare and coordinate documents for bid process, design agreements, work authorizations, addenda, and other necessary documentation for construction contracting purposes; post bid advertisements for legal public notices in newspaper and on assigned system; oversee ordering, distribution of plans, specifications, and prime contractor bid documents; list and examine bids for proper forms and signatures. E
  • Assist professional staff with the coordination and facilitation of bid openings and solicitation of professional services; prepare materials for requests for qualifications and proposals. E
  • Examine received bids and proposals for completeness, and interpret and evaluate bidder's compliance with Public Contract Codes, Contractors State License Board (CSLB), Department of Industrial Relations (DIR), and Disabled Veteran Business Enterprise (DVBE). E
  • Vet bidders; review project funding sources; solicit and assist contractors with pre-qualification and construction bidding. E
  • Enter contract, budget, and payment information into databases; prepare and maintain specialized database files for tracking construction contracts, budgets, and other contract-related documents. E
  • Perform research on contracts; conduct site visits; compile data; prepare complex administrative and technical documents and reports;; analyses, correspondence, forms and summaries including budget documentation; conform complex contract documents. E
  • Assist professional staff in the selection of materials; determine need for and process requests for service. E
  • Initiate, organize, maintain and retain auditable complex project records including RFI's, addendums, forms and correspondence, files and records per established procedures governing work routines in assigned areas. E
  • Operate standard office equipment; operate computers and related assigned software applications and systems to enter, organize and extract information and data. E
  • Contact business and community members, staff, vendors and other public agencies to obtain and/or provide information; explain school district policies, regulations, and procedures. E
  • May train, lead, and coordinate the work of clerical or secretarial staff. Perform related duties as assigned.

Minimum Qualifications

EDUCATION AND EXPERIENCE:

A combination of training, experience, and/or education equivalent to three years of recent paid, full-time, increasingly responsible office-clerical experience in a maintenance, purchasing, or construction setting.

LICENSES AND OTHER REQUIREMENTS:

  • Possession of a valid California driver's license and availability of private vehicle may be required for designated positions (mileage expense allowance provided).

  • Typing/keyboarding certificate at a net, corrected speed of 40 (*) words per minute.

  • Applicants must certify in writing that they have such skills. Demonstrated proficiency will be expected during the probationary period for the class.
