The Opportunity

WSDOT I-405/SR 167 Program is seeking a professional Transportation Engineer to serve as a Construction Compliance Inspector in Bothell, WA. As a Construction Compliance Inspector, this position will have oversight of Design-Builder activities in the field and compliance documentation activities, project inspection, materials testing and project administration. The incumbent is responsible for making independent application of standard engineering procedures and techniques to accomplish a wide variety of work, for completing work assigned in a timely, accurate and professional manner; communicating workload, progress, and achievements; attendance and participation in meetings. This position is critical in fostering a respectful and healthy work environment with focus on diversity, equity, and inclusion.

What to Expect

Among the varied range of responsibilities held within this role, the Construction Compliance Inspector will:

  • Daily inspections and review of construction activities for conformance with the Design Build Contract, Contract Specifications, and Quality Management Plan.

  • Document daily inspection activities by taking photos and filling out daily inspection reports using programs such as Excel, Unifier, Adobe Acrobat, or other methods as directed by the Project Engineer.

  • Effectively communicate with the Design Builder and WSDOT staff on any nonconformance issues as a result of oversight inspections, by reporting and documenting construction work and issues as they arise in an Inspector Daily Report (IDR), the Construction Audit Tracking System (CATS), through email, and making phone calls as they occur.

  • Travel to the job site or meeting locations in assigned State vehicle.

  • Document and report on Design Builder's compliance with approved contract documents (Release for Construction Plans, Special Provisions, and WSDOT Standard Specification).

  • Conduct regular contract compliance audits.

Qualifications

To be considered for this opportunity, the following are required:

  • Certification as an Engineer-In-Training and one (1) year of experience as a Transportation Engineer 1, Transportation Technician 3, Bridge Engineer 1 or equivalent

OR

  • Two (2) years of experience as a Transportation Engineer 1, Transportation Technician 3, Bridge Engineer 1 or equivalent

OR 

  • A master's degree with major study in civil engineering, structural engineering, geotechnical engineering, soil mechanics, traffic, transportation, or a closely related field

  • Possession of a valid driver's license.

It is preferred that qualified candidates also have:

  • Knowledge of construction practices and contract administration.

  • Ability to apply civil engineering principles, practices, and methods to moderately difficult engineering problems.

  • Knowledge of inspection techniques and field documentation required to verify quality and quantity of work performed by contractor.

  • Experience communicating with multiple audiences clearly and concisely, both verbally and in writing

  • Experience writing, reviewing, and interpreting contract documents (plans, submittals, specifications, etc.)

  • Experience or the ability to use Construction Audit, Materials, and Statistical tracking programs (CATS's, MAT's, SAM's), Microsoft Word, Excel, and Outlook programs.

  • The salary listed includes the legislative approved 5% salary premium for positions in King County.

  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
