Position Summary & Responsibilities:
Construction Building Inspector
This Construction Building Inspector position is assigned to the Design, Construction, and Compliance Section of the Office of Facilities and Property Management. Work involves inspecting the construction, alteration, and repair of State buildings for conformance with the plans, specifications, and building codes. Assignments are received in the form of code footprints, plans and specifications.
Work requires making knowledgeable evaluations during construction and documenting observations in the form of reports.
The position is located in the Northeast area of Kansas. The successful candidate must live within a 90 miles radius from Topeka, Kansas. Other locales in Northeast Kansas may be considered.
Perform required inspections of construction for State of Kansas building projects to assure the contractor's work is in compliance with the building, life safety and accessibility codes. Inspection checklist shall be followed when performing inspections. Perform required inspections for determination of occupancy. Contact supervisor when a project is acceptable for occupancy.
Assist in periodic, substantial, and final completion inspections for expanded (full) service projects. These inspections are to assure the contractor's work is in compliance with the construction documents.
Prepare daily Inspection Records for projects observed and submit to supervisor. Inform Office of Facilities and Property Management (OFPM) A/E or supervisor, project architect/engineer, and agency of any unauthorized changes in construction or non-compliance with the building codes. Maintain other required administrative and code documentation.
Witness and approve certain tests of systems (fire alarms, fire suppression, plumbing/piping, elevators, etc.). Inform OFPM and the agency of results. Submit documentation of approved tests.
Provide assistance and confer with OFPM A/E, project architect/engineer, contractor and the agency for interpretation of conflicts or discrepancies in the construction documents. Communicate problems/conflicts between contractor, project architect/engineer, and the agency and provide feedback to OFPM A/E or supervisor.
For full service projects, participate in pre-construction meetings with contractor, project architect/engineer and the agency representatives. Periodically attend construction progress meetings.
Perform other duties as delegated by supervisor.
Minimum Qualifications:
High school diploma and not less than three (3) years of experience in the construction industry in an on-site capacity, preferably in a related inspection capacity, project management, construction administration, superintendent or foreman. Education may be substituted for experience as determined relevant by the agency.
Applicants must have a valid Kansas driver's license at the time of appointment. Applicants must have physical capabilities to traverse diverse construction sites, walk stairs and climb ladders. Must have computer skills and be able to use Microsoft Office software and other construction related software.
Strongly Preferred Qualifications:
Knowledgeable with International Building Code, International Mechanical Code, International Plumbing Code, International Fuel Gas Code, National Electrical Code, NFPA 72 - Fire Alarm, NFPA 13 - Sprinkler, AMSE 17.1/A17.2 - Elevator Inspection, NFPA 101 - Life Safety (new and existing health care facilities) and 2010 ADA Standards. Certification related to training or education in building codes or building construction inspection is desirable.
