This position is located in the Department of Housing and Urban Development, Asst Secretary for Housing-Federal Housing Commissioner.As a Construction Analyst, you will:
Manage the efficient and effective coordination, and accomplishment of planning, scoping, development design, construction, and operation of major multifamily insured and capital advance projects.
Apply an extensive knowledge of construction disciplines, development and management concepts, principles, methods and practices.
Oversee all aspects of the Up-Front Grant (UFG) programs administered by the PD Division.
Provide technical advice, training, and recommendations regarding projects to governmental entities and HUD staff in the field and in HQ; communicate with grantees regarding program administration; review and approve UFG draws and the subsequent release of UFG funds in the LOCCS system; track and report rehabilitation progress; and, review final paperwork and audit to assure program compliance and project completion.
You must meet the following requirements within 30 days of the closing date of this announcement.
For the GS-13 grade level, you must have at least one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13 you must have been at the GS-12 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
