Position Overview

This position is a supervising sworn statutory peace officer; prepares, monitors, reviews and submits State and/or Division administrative work; assigns personnel to investigate complaints; monitors and reviews all pending prosecutions related to conservation efforts; interprets state and federal conservation laws; develops the administrative District's annual plan of work; enforces ass Illinois Compiled Statutes; and serves as acting regional commander in the absence of higher level manager.

Essential Functions

1.Serves as a supervising sworn statutory peace officer assigns and reviews work approves time off provides guidance and training to assigned staff recommends disciplinary action to higher level manager counsels staff regarding work performance determines staffing needs.

2.Prepares monitors reviews and submits State and/or Division administrative work and records e.g. field and arrest reports vouchers programmatic activity reports equipment reports and inventory . Performs field inspections of personnel and equipment e.g. vehicles patrol boats snowmobiles trailers firearms within the District implementing needed professional or technical improvements.

3.Assigns personnel to investigate complaints received pertaining to alleged violations of state and federal conservation laws and administrative rules coordinates enforcement action when investigations are completed.

4.Monitors and reviews all pending prosecutions related to conservation efforts within the District maintains a liaison with county state or US District Attorneys assigns personnel to testify as a state's witness maintains liaison with state county and municipal police agencies in the District.

5.Interprets state and federal conservation laws and administrative rules Department and Division policies procedures and programs to the media police agencies conservation organizations or the general public coordinates representation and/or represents the division at meetings coordinates and executes inter -agency law enforcement projects at the state and federal levels.

6.Develops the administrative District's annual plan of work and manages the implementation of the work plan providing guidance to ensure the most efficient use of all personnel and fiscal resources within the District works with other agency administrators developing the Region or statewide plan of work develops and submits recommendations to the Region Administrator on annual fiscal requests for the District.

7.Enforces all Illinois Compiled Statutes including federal laws apprehends violators takes necessary prosecution procedures and submits required law reports. Functions as an authorized US Fish and Wildlife Deputy Special Agent in conducting major investigations into violations of federal conservation laws and treaties provides assistance in coordinating law enforcement efforts between state and federal agencies.

8.As designated serves as acting regional commander in the absence of higher level manager assuming responsibility for the daily management of the region or program.

9.Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

1.Requires knowledge skill and mental development equivalent to completion of a bachelor's degree preferably with major coursework in either law enforcement social justice or the social sciences or in a related conservation field such as forestry or natural resource management biological and physical sciences.

2.Equivalent training or related experience as a law enforcement officer or related technical conservation resource/public lands management experience may be substituted on a year for year basis.

3.Requires three years of law enforcement experience as a Conservation the Police Officer.

4.Requires successful completion of an approved training program such as the Illinois Conservation Police Officer Training Program which includes successful completion of Illinois Basic Police Training Program.

Preferred Qualifications

1.Two (2) years of working knowledge of outdoor recreational and commercial equipment used for fishing, trapping, hunting, boating and snowmobiling.

2.Two (2) years of working knowledge of outdoor recreational participant's habits, methods and techniques relative to various state and federal conservation laws.

3.Two (2) years of working knowledge of investigations, arrests, confiscation and handling of evidence, and prosecution procedures.

4.Two (2) years of working knowledge of supervisory techniques and practices.

5.Two (2) years of experience enforcing all applicable Illinois Revised Statutes, federal and administrative laws.

6.Two (2) years of experience promoting safety education programs and other divisional programs and services at a district level.
