Perform engineering services to enable all aspects of network management from network design through implementation, maintenance, sustainment of existing networks, and identification/correction of complex internetwork

issues. Implements and sustains Wide area networks (WANs), Campus Area Networks (CANs), Data Center Networks/Interfaces (DCN/DCI), Network Security (NETSEC) and Tactical/Deployable Networking Systems. Analyzes

design, specifications, and related documents. Implements communication system requirements to support the distributed functionality of a networked enterprise environment. Analyzes network

characteristics (e.g. traffic connect time, transmission speeds, packet sizes and throughput), troubleshoots problems 3Qd recommends modification of network configurations.

The Level 3 Connectivity Engineer - Line 3 Function 3 shall possess the following capabilities:

  • Resolve complex network problems, and operate network analyzers, WAN test equipment and network simulators.
  • Perform site surveys, system installations, configuration management, maintenance, modernization, and sustainment of a global Enterprise Network.
  • Perform Connectivity engineering services to pre and post deployment tests.
  • Implement specific network solutions to support server requirements to include load-balancing, VPN's, firewall contexts, and network address translation (NAT) where appropriate.
  • Minimize network latency and maximize data throughput. (U) Validate new and existing dataflow and data formats.
  • Lead large efforts of dynamic requirements and scale.
  • Work with System engineers, customers, and cross organizational teams to refine requirements. (U) Coordinate with appropriate dataflow organizations and end-customer recipients, follow-on data
  • repositories and tasking organizations and understand potential adverse impacts on system-wide dataflow.
  • Perform security testing and design evaluations.
  • Employ Government standards to configure the interconnects between data centers, networks and security boundaries.
  • Draft technical requirements, configuration management, and planning documentation.
  • Perform support to QC, QA, and CM services.
  • Design, integrate, configure, deploy, test and maintain numerous types of network devices, interfaces and technologies to include VPN, VRF, VSS, BGP and OSPF routing, and VLAN.
  • Optimize end-to-end system performance (capacity, margins, data quality etc.) and dataflow management.
  • Configure and optimize the network to connect various front-end and back-end components
  • Coordinate with the system engineering and dataflow efforts to ensure proper mission operations with minimal down time.
  • Facilitate the implementation of high-speed, scalable, fault-tolerant network topologies as applicable to WAN and LAN design.

Requirements

Twelve ( 12) years' experience in programs and contracts of similar scope, type, and complexity is required. Bachelor's degree in engineering from an accredited college or university is required. Four (4) years of additional network engineering experience may be substituted for a Bachelor's degree.

Certifications:

An IAT level Ill baseline certification as defined by DoD 8570.01-M is required. An IAT II will be accepted (Security+ CE, GSEC, or SSCP) if the candidate obtains an !AT level Ill (CISA, CISSP, CASP, GCIH, or GCED) within 1 year of contract award and provide expected date for completion. Replacement candidates must meet the [AT level III baseline certification requirement by the date of assignment to contract. A CCNP certification or higher.

Additional contract or position specific required experience for this level (skills, technologies, expertise):

Twelve ( 12) years' experience in Networking (WAN/CAN/DCN/NETSEC). Seven (7) years' experience in operations and maintenance of NSANet or another IC Communily secure WAN. Experience in operations and maintenance of routedLAN/CAN, routed WAN and switched LAN networks. Three (3) years" experience operating and maintaining service provider MPLS WANs. Three (3) years' experience troubleshooting NSANet issues. One ( 1) year experience operating and maintaining Agency external (IP, 2P etc.)boundaries (peering points)

Network Quality Assurance (QA) and Quality Control (QC). QA is the activities associated with the enforcing and setting standards while the work is being done. QC is the activities associated to verify the standards were followed after the work is completed.
