CONFIDENTIAL ASSISTANT

This is an unclassified position, located in Baton Rouge, LA

This is a full time 12 months and 8 hours per day position.

Minimum Qualifications

Qualifications Preferred

  • A baccalaureate degree plus five years of professional level experience in a public sector setting.

  • Knowledge of development and implementation of annual budget.

  • Experience in the development and implementation of policy.

  • Professional knowledge of the legislative processes.

  • Excellent oral and written communication skills.

Substitutions

  • Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

  • A Master's in Business Administration, Public Administration, Political Science, Industrial/Organizational Psychology, or Organizational Behavior will substitute for one year of the required experience.

  • A Juris Doctorate will substitute for one year of the required experience.

  • A Ph.D. in Business Administration, Public Administration, Political Science, Industrial/Organizational Psychology, or Organizational Behavior will substitute for two years of the required experience.

  • All advanced degrees will substitute for a maximum of two years of the required experience.

Job Concepts

I. Program Management Responsibilities

  • Implements SSD policies, philosophy and programs.

  • Demonstrates appropriate and effective office management skills such as planning, organizing and implementing.

  • Exhibit knowledge of special education rules and regulations associated with implementation of state and federal laws.

  • Exercises good judgment in making decisions.

  • Assist in guiding and coordinating implementation of policy development, strategic planning, operational planning, performance accountability, and other management initiatives and processes in state departments/agencies.

  • Develops and maintains a record system to ensure documentation of administrative matters affecting the District.

  • Exercises confidentiality of information in accordance with requirements of the law.

  • Maintains a positive relationship with professional associates, the community and state and local agencies.

II. Programmatic Responsibilities

  • Serves as the chief legislative analyst and liaison for the agency. As such, the incumbent performs research and monitors various legislative instruments at the state and, when necessary, federal levels of government.

  • Works with high-level agency officials and program managers for determinations on legislative instruments impacting the agency.

  • Consults and works with the Legal Section when reviewing legislative instruments and preparing fiscal and programmatic impact determinations on legislative instruments affecting the agency.

  • Advises the superintendent and other high-level agency officials of legislative Acts, legislative actions, legislative revisions and needed responses to legislative requests.

  • Serves as an advisor to the Superintendent on confidential agency/policy matters.

  • Monitor committee meetings of the Legislature, and track happenings within government that could affect the SSD.

  • Support the administration in preparation for hearings and other presentations before the Louisiana Legislature, Louisiana Board of Elementary and Secondary Education (BESE), and others.

  • Coordinates with other government agencies for the purpose of ensuring compliance with state and federal procedures and mandates.

  • Creates/updates and maintains policies for SSD drafted proposed amendments to statutes and regulations, based on review and analysis of current policies, statutes, regulations, and practices; knowledge and understanding of the unique circumstances and needs of SSD; research of best practices.

  • Serves as liaison between the Superintendent and the SSD Board of Directors.

  • Creates and revises procedures for implementation of policy and law.

  • Directs or performs the identification and evaluation of state policies in broad and specific categories utilizing state law, federal law, legislative acts, court orders, executive orders, budgets, policy statements, citizen advisory group recommendations, and special commission reports.

  • Initiates and directs policy research projects involving needs assessment surveys, special purpose questionnaires, citizen participation components, model legislation, and applicable data from other states.

  • Monitors projects and tasks assigned to department heads by the Superintendent.

  • Prepares and reviews correspondence on complex and sensitive matters affecting the department.

  • Assists department head(s) with writing of agency policies and procedures.

  • Communicates and works directly with high-level agency officials and program managers to facilitate coordination and research.

  • Review current practices to ensure compliance with policy and law (self-audit).

  • Serves as media liaison, preparing news releases and media advisories for the agency and to disseminate the information to the nearly 275 news organizations around the state and nation.

  • Monitors national, state, local media for information that is beneficial to the agency.

  • Performs analyses of agency personnel for various projects such as merit/pay increases, RIFs, reorganizations, and ensuring that the appropriated T.O. is located within the appropriate programs and recommends adjustments when needed.

  • Participate in financial matters, including budgeting and finance, at the agency.

  • May monitor and forecast revenues and expenditures to identify trends and potential funding problems.

  • May represent agency and state on commissions and committees.

  • May meet with legislators and their staff, federal and state officials, classified and unclassified state employees on matters relating to the SSD.

  • May analyze the structure and operation of governmental agencies, as well as various political entities. May analyze election results, and/or analyze public documents.

III. Professional Conduct

  • May be required to complete a self-evaluation.

  • Maintain an appropriate student-adult relationship and respect the individual worth and dignity of each student.

  • Performs other duties as assigned.
