About the department:
Clackamas ESD offers payroll, accounts payable, purchasing, accounting, grant management and other business services to the districts that need business services support. The goal of business services is to support the mission and operations of Clackamas County schools by providing excellent stewardship of resources and facilitating transparency between schools and the public.

About this position:
The Accountant/Fiscal Analyst performs and monitors all accounting functions and analysis. This position assists in budget development, employee group negotiation computations and grant management, supporting Clackamas County school districts.

Essential functions:

Assists the Chief Financial Officer (CFO) in annual budget preparation and related projections
Assists the CFO in preparing financial reports for the Clackamas Education Service District's (CESD) superintendent, the Board of Directors, CESD management and external government entities
Prepares employee cost analysis for negotiations, maintains confidentiality of payroll information and prepares personnel budgeting of salaries and associated payroll costs
Performs activities involved in the maintenance and control of the general ledger. This includes reviewing, initiating and/or posting journal entries, monitoring posted financial data, preparing financial analyses and reconciliations, researching and reviewing transactions and advising departments on proper coding.
Assists in annual audit preparation, including supporting analyses and schedules and assisting auditors by researching issues, creating reports and responding to audit findings
Evaluates internal controls of systems and works cooperatively to provide recommendations for improvement to create greater compliance, transparency and/or efficiencies
Assists Fiscal Services business office and District staff with financial system operational concerns
Monitors, performs and provides support for all payroll processing and accounting functions
Establishes and monitors new grant budgets and prepares requests for appropriate funds
Communicates effectively with customers at all levels (management, clerical support, regulatory officials and component district personnel) to understand concerns raised and respond courteously, promptly and accurately
Prepares various grant expenditure reports and reimbursement requests
Works across departments to identify discrepancies in financial information to resolve process issues and ensure accuracy
Performs bank reconciliations as necessary
Maintains the fixed asset accounting system

Minimum qualifications:

Bachelor's degree in accounting or related field preferred. Five years of experience in public or non-profit financial accounting can be substituted for education.
Five years of recent successful experience in fund accounting, preferably in the public sector
Recent successful experience in all aspects of accounting functions
Recent successful experience using a computer-based system for accounting applications
Proficient in computer spreadsheet applications
Demonstrated ability to organize time and resources to perform multiple tasks simultaneously
Demonstrated ability to make decisions independently and use initiative and judgment in accomplishing tasks
Demonstrated ability to develop and maintain interpersonal relationships
Written and oral communication skills sufficient to perform essential functions
Physical and mental attributes sufficient to perform essential functions

Preferred qualifications:

Working knowledge of grant accounting as it relates to Oregon education

Salary: Range 4 of the meet and confer salary schedule, salary based on experience: $71,217 - $78,260.

Retirement plan contributions:
Clackamas ESD employees working 600 or more hours in a calendar year are eligible for the Oregon Public Employee Retirement, or PERS. There are two components to PERS, including the pension, which is primarily funded by CESD and The Individual Account Program, or IAP, which is funded by a six-percent deduction from your paycheck. If you are new to PERS, your PERS deduction will begin automatically after a six-month waiting period.
