Computer Programmer (TMSS-20-1531-W):
Bowhead seeks a Computer Programmer who applies expertise in programming procedures to complex programs; recommends the redesign of programs, investigates and analyzes feasibility and program requirements, and develops programming specifications. This Programmer plans the full range of programming actions to produce several interrelated but different products from numerous and diverse data elements, which are usually from different sources; solves difficult programming problems, and uses knowledge of pertinent system software, computer equipment, work processes, regulations, and management practices.
The Programmer will assist with Technical Manual Identification Numbering System(TMINS) TMs distributed in Portable Document Format (PDF) and/or via website browsers. In addition, other initiatives may increase workload in FMS and support programs.
Assistance from experts and specialists in TM formatting and editing, configuration management, TM processes, media distribution, and archiving is required to address these challenges. The objective of this effort is to obtain services that shall provide recommendations, as well as implement TM management decisions by civil service personnel. The results of this SOW are TM products that are delivered on schedule with technical accuracy verified, in compliance with Standard NAVSEA Integrated Publishing Process (SNIPP) as a result of the TM support services provided by the Contractor.
Essential functions will include:
Developing, modifying, and maintaining complex programs
Designing and implementing the interrelations of files and records within programs which will effectively fit into the overall design of the project
Developing occasional special programs, e.g. a critical path analysis program to assist in managing a special project
Specific programming analyses as: investigating the feasibility of alternate program design approaches to determine the best balanced solution

Requirements Minimum of four (4) years of experience in the analysis, development, and maintenance of workflow processes and procedures for the development of TMs (unclassified and classified) utilizing SGML, XML and HTML, Extensible Stylesheet Language Transformations (XSLT) and S1000D.
Must possess experience in transitioning specialized TM code conversions from Advanced Integrated Maintenance Support System (AIMSS), Hyper Text Markup Language (HTML), non-Aegis (XML) to Aegis standards.
BA/BS from an accredited institution in Information Technology, Computer Programming or related field is preferred but experience commiserate with the above duties is required
Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint
Ability to communicate effectively with all levels of employees and outside contacts
Strong interpersonal skills and good judgment with the ability to work alone or as part of a team
SECURITY CLEARANCE REQUIRED: Must currently hold a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
