Oasis Systems has an exciting opportunity for a Computer Programmer located in Huntsville, AL.

REQUIRED QUALIFICATIONS (Education, Certifications, Experience, Skills)


EDUCATION: Bachelor's degree

EXPERIENCE LEVEL: 6 years of applicable experience with entry-level applications programming in C# or similar higher-level language, configuration management, maintenance, or software unit testing, and operation of existing programs.


  • Demonstrated understanding of basic procedural and object-originated design principles.

  • Demonstrated understanding of the general software development lifecycle.

  • Demonstrated understanding of basic relational database usage.

  • Must be able to obtain and maintain a Secret Government security clearance.

  • Must be able to pass pre-employment drug screening

  • Must have a valid driver's license.


  • Work as part of a team with other programmers working with internal customers including telemetry operators and flight test engineers.

  • Develop full-stack software solutions using C# on top of .NET 6 using WPF, gRPC, and ASP.NET Core, with a mix of SQL Server and NoSQL data stores.

  • Collaborate with internal customers to identify new software requirements.

  • Support the maintenance of some existing CRUD-based database applications.

Work involves programming a variety of computer systems applications using conventional computer languages and conducting limited systems studies, independently or as a member of a system design team. <br><br> Employees in this class are proficient in most programming techniques and are familiar with the full Software Development Life Cycle. Work is performed with general instructions and with specified end results. Employees carry out assignments dependently with systems analysts or managers to receive additional guidance or for results achieved. <br><br> Designs, develops, tests, analyzes, modifies, implement, and support cutting-edge web, mobile or client/server business applications using advanced communications, networking, and software development tools to include ASP.Net, C/C++, Visual Basic, Microsoft Access and SQL Server. Provides web, PC and network based application software support for users in City departments; install all types of application software; assists users in the use of applications, printers, and other computer related equipment; respond to requests for information and assistance from users. Analyzes requirements, and translates business requirements into product designs. <br><br> Writes technical specifications and other forms of documentation and improves existing applications as required. Confers with system users and IT staff to meet IT needs; prioritizes projects; identify and collect system needs; define and develop IT approach and processes to meet user needs; define program requirements; participates in development and/or purchase of new software and hardware systems, evaluation and approval of standards for PC based software based on needs, costs, and other factors; determines feasibility of IT solutions. Prepares, reviews, and modifies diagrams and flow charts and translates into computer programs; determines user interface and programming standards; conducts system analysis; prepares detailed documentation; tests programs; detects and implements solutions to program problems; coordinates implementation of systems with users and with other systems; analyzes modifications needed and makes changes. <br><br> Assist and train subordinate personnel in programming languages and techniques. Evaluates and recommends training materials and resources relating to new software. Acts as project team leader as assigned; plans, coordinates and reviews work of project team. <br><br> Requires regular and prompt attendance plus the ability to work well with others and work well as a team. Assists other IT staff with duties. Performs related work as required.</p><p>Physical and Environmental Factors:</p><p>Work is essentially sedentary with occasional walking and standing. Computer work requires manual dexterity. <br><br> Installation work requires occasional lifting of computer units, monitors, printers and related equipment. The work environment involves everyday risks or discomforts which require normal safety precautions typical of offices.</p><p>Minimum Education, Training and Experience</p><p>Bachelor's Degree in Computer Science, Information Technology, Management Information Systems, Mathematics or a related discipline from a college or university accredited by a regional accrediting agency recognized by the U.S. Department of Education. <br><br> Minimum of 3 years experience in the Information Technology field, preferably with a concentration in software development. Experience in programming, systems analysis and database design, and ability to access DBMS's using SQL. Knowledge of the principles and practices of system analysis and design, multi-platform computer languages, computer and network operating systems, installation, configuration, programming, maintenance, and support. <br><br> Knowledge of the uses, capabilities and requirements of computer systems, the technology of computer equipment design and construction and multi-platform computer operating environment software uses. Knowledge of computer programming techniques, common languages used, program testing and de-bugging procedures and implementation of software security. Knowledge of application software including various versions of common third party office software. <br><br> Knowledge of database design skills and ability to access a DBMS using SQL. Knowledge of management and public administration principles and procedures and the functions and needs of municipal departments. Knowledge of recent developments in the field of information technology. <br><br> Knowledge of laws and ordinances affecting information technology, cable and other telecommunication systems. Knowledge MS Windows server and workstation Operating Systems. Ability to read and interpret detailed program specifications, structure charts, and diagrams. <br><br> Ability to communicate, both orally and in writing, and to translate technical terminology in terms understandable to non-technical employees.
