Title: Comptroller

The Comptroller is a member of a high-performing administrative team that reports to the Interim Chief Financial Officer. The Comptroller provides accounting and financial reporting expertise to the College and ensures compliance with all applicable Federal, State, and college regulations and policies. The Comptroller manages non-unit professional administrators, staff accountants, and support staff. The Comptroller is responsible for the overall management of the College's fiscal operations including purchasing, accounts payable and receivable, student account services, grants accounting, general accounting, financial reporting, and other assigned business-related services, and for integrating these services with other operations of the College and Foundation. The Comptroller will assist the interim Chief Financial Officer with long- and short-term budget planning and serves as the audit liaison for all audits.
RESPONSIBILITIES:
Oversees staff and operations of the accounting, purchasing, accounts payable, accounts receivable, and student accounts while exercising prudent fiscal judgment in a customer service-oriented environment. Monitors and maintains internal control systems. Provides internal and external reports on operations.
Provides timely and accurate budgetary information to senior leadership and college administrators, the Board of Trustees and RCC Foundation, government agencies, creditors, and others; determines fiscal policies and monitors individual department budget performance; and prepares monthly-to-actual budget reports. Performs all aspects of cash management. Plans and facilitates annual audits. Monitors investment activity and performance. Maintains fixed assets database and controls the disposal of assets. Assures proper administration of restricted gifts and government grants.
ESSENTIAL FUNCTIONS:
Responsible for the planning, organizing, and directing all accounting functions of the College and Foundation including general fund accounting, payroll, student accounts, financial data control, revenue analysis, and other associated functions. Conducts revenue analyses on restricted funds, student accounts, federal and state grants, and other college funds.
Under the direction of the Interim Chief Financial Officer, partners across campus on fiscal needs, problem-solving, and opportunities. Develops, revises, and implements business policies and operating procedures as needed.
Responsible for the receipt, dispersal, and reconcilement of the accounts assigned to the Business Office.
Responsible for the preparation of required state, federal, Department of Higher Education, grants, and Board of Trustees reporting.
Oversees yearly fiscal year-end closings, financial statements preparation and reports, and year end audit preparation.
Ensures compliance with institutional, state, and federal agency guidelines and provides oversight for grant accounting.
Develops and implements short and long-range institutional and departmental projections and goals consistent with College strategic plans and senior management direction.
Serves as the College's primary point of contact for all College and Foundation audits, including the A-133 audit and other grant program audits.
Lead responsibility for maintaining the Jenzabar general ledger module. Works in concert with various College departments responsible for Jenzabar modules that interface with the College's general ledger module and maintain chart of accounts.
Delegates responsibilities and provides direction, and instruction to staff; develops and maintains internal control procedures necessary to ensure assets of the college; provides direction for student accounts receivable including revenue collection and reconciliation as required. Provides record keeping for student financial aid disbursements.
Internal control officer for the college; maintains and updates internal control procedures manual.
Reviews financial systems and subsystems to ensure accuracy and compliance with internal, state, and federal reporting requirements. Assures consistency and reconciliation with the Massachusetts Management Accounting Reporting System (MMARS).
Implements procedures mandated by the State Comptroller's Office, Department of Higher Education, and other regulators.
Responsible for the preparation of various accounting and financial reports as requested by College leadership.
Reviews operations on an ongoing basis; reports any findings or changes that may impact decision-making or forecasting. Makes effective recommendations as to any corrective actions needed.
Develops and monitors cash flow analysis for the purpose of planning and management of College resources to meet the needs of the college.
Direct the preparation of the Spending Plan for the Commonwealth's Budget Bureau.
Processes 1098s and 1099s in compliance with IRS regulations.
Maintains a standard of superior service to all customers fosters and maintains positive relationships and works collaboratively with faculty, staff, and students.
Performs other related duties as assigned.
Requirements:
Bachelor's degree in accounting, finance, business, public administration, or related business field.
At least five(5+) plus years of increasingly responsible, directly-related experience in fund accounting or closely-related functions, and senior financial management responsibilities with comprehensive experience in computerized financial and accounting systems.
Demonstrated proficiency in the Microsoft Office suite of applications, including Excel.
Demonstrated interpersonal skills, and strong supervisory and leadership skills.
Excellent written and oral communication skills.
Preferred:
Post-Graduate or Master's degree in a related field
Seven (7+) plus years of progressive management experience.
Experience with Jenzabar.
Proficiency in higher education accounting.
Experience with financial and accounting systems/HR/CMS and others.
Experience working in a collective bargaining environment.
Ability to build and maintain effective working relationships throughout the College community among administration, faculty, and staff.
Experience working collaboratively while maintaining a balance between meeting compliance requirements and providing customer service.
Additional Information:
Salary Range: $110,000- $115,000.00 annually based upon education and experience.
