General Summary

This position performs complex professional administrative financial duties to implement business processes, supervise and monitor staff, ensure financial transaction information is processed appropriately according to applicable financial standards, and develop meaningful, accurate, reports from financial data. Reports to the Director of Finance.

The preferred hiring amount is between$98,555.03 - $123,193.79 Annually.Starting offer is based on applicable education, experience, and internal equity. This is a full-time, exempt, position which provides excellent benefits including 13 paid holidays plus 1 floating holiday, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, City's retirement options, gym membership reimbursement, tuition reimbursement, and continuing education/training opportunities.

  • The City of Charlottesville manages its own retirement system and does not participate in VRS,however the City has a Portability Agreement with VRS and there are certain provisions that must be met. Essential Responsibilities and Duties

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.   • Develops City-wide policies and financial business processes to address and comply with Federal, State, Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) regulations.

  • Develops, tests, and implements new financial systems and software including basic master data, comprehensive financial management, accounting, and reporting services.

  • Identifies and locates source information for financial transactions and efficient business processes and compliance. Establishes deadlines, assignments, and accountability.

  • Supervises, coaches, trains, motivates, and evaluates the performance of assigned staff. Interviews, hires, and administers disciplinary action in accordance with established personnel policy and procedures. Establishes professional standards for work quality, quantity, performance, and accountability.

  • Maintains staff efficiency and effectiveness through daily assignment, direction, and monitoring.

  • Ensures compliance and acts as a subject matter expert and a resource to City staff on applicable policy, procedures, and processes.

  • Coordinates and participates in annual audit. Collects financial data, prepares required reports for auditors and management. Determines and approves financial reports distributed to outside agencies and entities.

  • Submits the City's Annual Comprehensive Annual Financial Report (AFCR) to the Government Finance Officers Association (GFOA) for the Certificate of Achievement for Financial Reporting Program.

  • Provides information and keeps Department management up to date on operational and financial concerns.

  • Represents the City on matters concerning fiscal policy and regulation.

  • Provides feedback on progress to City executive levels and/or program administrators and maintains complete financial records.

Other Duties

  • Trains direct reports and others in new and existing financial processes and systems, as needed.

  • Determines appropriate training method and means based on need.

  • Provides input for selection of outside audit form.

  • Performs additional duties to support operational requirements as apparent or assigned.

Education, Experience and Skills

Education and Experience:Candidates may qualify by demonstrating the required knowledge and skills outlined for the job through experience(s) other than formal education.

  • CPA certification or Master's degree in accounting, finance, or business administration AND at least 5 years of progressively responsible professional accounting, finance, or related experience including at least 2 years at a supervisory or managerial level.

OR

  • Bachelor's degree in accounting, finance, or business administration AND at least 7 years of progressively responsible professional accounting, finance, or related experience including at least 2 years at a supervisory or managerial level.

OR

  • An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above.

Certifications/Licenses/Other Requirements

  • Required to successfully pass a pre-employment background check, including credit check, and a pre-employment drug screen.

Knowledge, Skills, Abilities and Other Characteristics

Job Knowledge

  • Comprehensive knowledge of generally accepted accounting principles (GAAP/GASB) and procedures for governmental entities and internal control requirements and practices. Mastery of financial business processes and evaluation principles.

  • Comprehensive knowledge of applicable municipal, state, and federal laws, policies, and procedures.

  • Thorough knowledge of applicable software needed to perform financial reports and financial transactions.

  • Serves as a resource in financial business processes and compliance.

Reading

  • Intermediate: Ability to read and understand written materials such as requests for proposals (RFP), project plans, complex financial reports, multi-step instruction manuals, legal documents, and reference materials.

Writing

  • Advanced: Ability to develop materials such as researched plans and processes, manuals, or evaluations. Ability to tailor writing to specific audiences and explain complex thoughts and ideas in writing.

Math

  • Advanced: Ability to apply fundamental concepts of theories, work with advanced mathematical operations methods and functions of real and complex variables.

Communication Skills

  • Advanced: Examples include making recommendations regarding policy development and implementation. Contact may involve support of controversial positions or the negotiation of sensitive issues or important presentations. Evaluates customer satisfaction, develops cooperative associations, and utilizes resources to continuously improve customer satisfaction.

  • Establish and maintain effective working relationships with others.

Independence and Decision-Making

  • Requires Limited Direction: Normally completes work according to their own judgment, requesting supervisory assistance occasionally. Special projects are managed with little oversight and assignments may be reviewed upon completion. Performance reviewed periodically.

Technical Skills

  • Advanced: High level skills and extensive knowledge in approaches and systems, which affect the design and implementation of major programs and/or processes organization wide. Independent judgment and decision-making abilities are necessary to apply technical skills effectively.

Fiscal Responsibilities

  • Prepares accounting, budget, employment actions, and purchasing documents; and does research to justify language used in documents for a unit or division of a department. May recommend budget allocations.

Supervisory Responsibilities

  • Supervises, monitors, and evaluates performance for a regular group of employees or department. Provides input on hiring, discipline, work objectives/goals, performance evaluation and work assignments.

Physical Demands

  • SEDENTARY WORK: Ability to lift up to 10 lbs. occasionally and/or negligible weights frequently.

  • Must be able to remain in stationary position more than 50% of the time.

  • Occasionally moves about inside the office to access filing cabinets, office machinery, etc.

  • Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.

  • Must be able to communicate information and ideas so others will understand. Must be able to exchange accurate information in these situations.

  • Ability to observe details at close range (within a few feet of the observer.

Work Environment
