Job Details

Texas Pure Products represents a completely finished and stable product and certifies its products by participating in the United States Composting Council Seal of Testing Assurance program, which requires ongoing testing, disclosing of test data, and providing education information to customers. Texas Pure Compost and Compost Ultra are OMRI-listed and are US Composting Council Composting Manufacturer of the Year Award Recipients.

The selected candidate will work from the City's Plano, Texas, and Melissa, Texas Facilities. Hours are 8:00am

  • 5:00pm, with occasional work on Saturday.

Summary of Duties: Under administrative supervision, the Compost Business Manager is responsible for managing the business and operations of the Compost Operations Division. This involves managing two Regional Composting facilities and developing markets for the products produced at these facilities.

EXAMPLES OF ESSENTIAL JOB FUNCTIONS

Management reserves the rights to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

  • Plans, organizes, and manages the activities of the composting operation by developing and evaluating objectives and productivity measures and by supervising staff.

  • Directs, instructs, schedules, reviews, and evaluates the work activity of assigned personnel and makes necessary changes in operating methods and procedures to respond to the changes in work pattern, equipment and staff capabilities.

  • Monitors and inspects work activities to ensure proper procedures, methods and safety standards are being followed and to ensure compliance with the North Texas Municipal Water District Permit and the Texas Commission on Environmental Quality Composting Regulations.

  • Monitors and develops contract needs for product development and compost site needs.

  • Monitors regional composting contract with North Texas Municipal Water District and maintains effective communication and public relations between the City, NTMWD, and the participating cities.

  • Develops and manages the marketing strategies for Texas Pure Products and services, to include research, pricing, methodology, product development, activities, and analysis of marketing initiatives, goals, and programs.

  • Works closely with NTMWD staff to ensure effective operations, site conditions, and contract compliance.

  • Identifies potential markets and distribution methods of compost products.

  • Performs responses to bid specifications from contractors.

  • Performs on-going testing to ensure the production of a quality end product.

  • Prepares and administers composting operations and marketing budget, authorizes, approves and monitors expenditures and revenues.

  • Manages annual and long-range strategic plans for compost operations. Regularly meets with the Fleet Division to develop equipment specifications, monitor equipment maintenance expenses, and identify industry trends for more efficient operations.

  • Prepares statistical and management reports, conducts customer surveys, administers special projects, evaluates new systems, and makes recommendations as appropriate.

  • Develops specifications for materials and supplies, and assists in the preparation of equipment specifications.

  • Develops and provides employee training and safety programs regarding the regional inter-local agreement between the City and NTMWD, customer service, and use of software specific to operations.

  • Investigates citizen and commercial complaints and initiates or recommends appropriate action.

  • Provides bi-annual financial and operational updates to the member city partners and the NTMWD.

  • Regular and consistent attendance for the assigned work schedule is essential.

Marginal Duties:

  • Performs other duties as assigned.

Typical Decisions: The incumbent determines performance measures and evaluate employee performance against those standards or measures. The incumbent formulates program goals and objectives, identify appropriate activities and functions to meet those objectives, and determine appropriate budget to meet objectives and goals. The incumbent makes decisions regarding market development, charges for product based on volumes and frequency, and contract negotiations.

Minimum Qualifications:

Knowledge of: Methods, practices, equipment, and material used in the operation and maintenance of the composting facilities; management techniques; budgetary practices and procedures; equipment operations; specifications and contract management Federal, State and local laws and ordinances relating to the composting operation; marketing and public relations techniques; compost uses and rates of application.

Skill in: Communicating effectively both verbally and in writing; resolving divisional issues or problems; negotiating in the best interest of the City and compromising the City's best interest as appropriate; making formal presentations to and communicating with various sized groups.

Education: Bachelor's degree in Environmental Science, Horticulture, Public Administration, Business Administration, or related field.

Experience: Five (5) years of experience in the operation and maintenance of composting facilities, including two (2) years of supervisory experience.

Any work related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements

Licenses and Certifications: Texas Class C driver's license (must obtain within 30 days of hire per state law). Certified Compost Operations Manager, Texas Municipal Solid Waste Class B, or SWANA Certification at the Manager Level for Collection Systems or Integrated Solid Waste Management.

Conditions of Employment: Must pass a drug test, driver license check, criminal history background check, periodic CJIS background check (for positions requiring access into Police buildings) and social security number verification check.

Physical Demands and Working Conditions: Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, and to work in the field including traversing uneven terrain, to operate a motor vehicle, and tools and equipment, and to visit various City sites; vision to inspect assigned facilities, to read printed materials and a computer screen; hearing and speech to communicate in person, before groups, and over the telephone. The job involves fieldwork requiring frequent walking conducting inspections to identify problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator, to operate standard office equipment, conduct tests and to operate tools. Positions in this classification bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information, and obtain samples. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 40 pounds.
