THE POSITION:Under general direction, the incumbent willsupport regulatory compliance efforts, develop policies, and provide training to staff members. The incumbent will play a crucial role in ensuring that our organization adheres to all relevant regulations and standards within our industry. The incumbent will be responsible for staying up-to-date on regulatory requirements, conducting assessments to identify areas of non-compliance, and collaborating with various departments to implement corrective actions and policies.

DEPARTMENT/AGENCY: Health Care Agency - Behavioral Health

PAYROLL TITLE:Staff/Services Specialist II

The eligible list established from this recruitment may be used to fill current and future Regular, Temporary, Fixed-Term, Intermittent, and Extra-Help vacancies throughout various departments/agencies within the County of Ventura. There is currently one (1) Regular vacancy.

Examples Of Duties

Duties may include, but are not limited to, the following:

  • Support Regulatory Compliance Efforts: Assist in monitoring and ensuring compliance with federal, state, and local regulations related to behavioral health services, including HIPAA, Medicaid/Medicare regulations, and other relevant standards;

  • Policy Development and Implementation: Provide support in the development, revision, and implementation of policies and procedures to ensure adherence to compliance standards and best practices in behavioral health services. Utilize project management skills to assist in coordinating policy implementation efforts as needed;

  • Training and Education Development: Assist in the development and providing training and education to staff members on compliance-related topics. Support the design and delivery of training programs, utilizing project management skills to ensure effective implementation;

  • Contribute to Risk Assessment and Management: Support risk assessment activities to identify potential compliance risks within behavioral health operations. Assist in developing strategies to mitigate those risks effectively, applying project management methodologies to prioritize risk mitigation efforts;

  • Documentation and Reporting Compliance: Maintain accurate records of compliance activities, findings, and corrective actions taken. Utilize project management software and tools to streamline documentation processes and generate comprehensive reports for internal and external stakeholders;

  • Collaboration and Communication Assistance: Collaborate with interdisciplinary teams to address compliance issues and promote a culture of compliance throughout the organization. Assist in communicating with staff members, management, regulatory agencies, and other stakeholders regarding compliance-related matters, leveraging project management skills to facilitate productive collaborations and ensure clear communication channels;

  • Support Policy Implementation: Assist in the implementation of new policies and procedures, ensuring that they are effectively communicated and integrated into organizational workflows. Utilize project management techniques to plan and execute policy implementation efforts, tracking progress and addressing barriers as needed;

  • Stay Informed About Regulatory Changes: Stay updated on changes in regulations, laws, and industry standards related to behavioral health services. Assist in implementing necessary changes in policies and procedures, applying project management skills to ensure timely and effective compliance with regulatory requirements;

  • Uphold Ethics and Integrity: Support efforts to uphold ethical standards and integrity in all compliance-related activities. Ensure that compliance efforts are aligned with ethical principles and organizational values, utilizing project management skills to promote a culture of ethics and integrity within the organization; and

  • Miscellaneous: Perform related duties as required.

Typical Qualifications

These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION, TRAINING, AND EXPERIENCE:

Considerable progressively responsible operations, project or staff experience related to the reporting level, complexity of work performed, and other requirements leading to the acquisition of knowledge, skills and abilities of the position. This is best demonstrated by:

  • A Bachelor's degree in Public Administration, Public Health, or a related field, OR
  • Four (4) years of experience related to compliance

DESIRED:

  • Previous project management experience

KNOWLEDGE, SKILLS AND ABILITIES:

Working knowledge of:

  • Medicare, Medi-Cal, CMS, HIPAA regulations, and other federal, state and local compliance regulations;

  • Principles and practices of organization, time management, public administration, employee relations, and personnel management;

  • Healthcare management, government compliance, internal audit and risk management;

  • Process improvement, performance measurement, and quality management tools; and,

  • Use of cultural competency principles on organizational and service delivery levels.

Skilled in:

  • Organization techniques;

  • Establishing and implementing goals and objectives;

  • Microsoft Excel, SharePoint, and PowerPoint;

  • Maintaining high integrity; and,

  • Listening, written and oral communication.

Working ability to:

  • Understand, interpret, and apply laws, rules and regulations as they relate to assigned area of responsibility;

  • Assist in developing written policies and procedures;

  • Innovative and flexible in managing program operations and problem solving

  • Conduct audits and risk assessments;

  • Communicate effectively, orally and in writing, and to present findings and recommendations to both individuals and large groups ;

  • Simultaneously manage multiple tasks;

  • Visualize "big picture" needs of the department while remaining focused on specific tasks; and,

  • Research Medicare, Medi-Cal, HIPAA, and other federal, state and local compliance regulations.

TRAINING AND EXPERIENCE EVALUATION - qualifying:A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to supplemental questions. The T&E is a method for determining the better qualified applicants among those shown to meet the stated requirements. Using a T&E, applicants may be scored or ranked according to criteria that most closely meet the business needs of the department. When the pool of candidates is exceptionally strong and large, candidates are typically scored or ranked in relation to one another; consequently, some qualified candidates may receive a score or rank which is moderate or lower resulting in them not being advanced in the process.

In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified for successful job performance during a job analysis. For this reason, it is recommended that your application materials clearly show your relevant background and specialized knowledge, skills, and abilities. It is also highly recommended that the supplemental questions within the application are completed with care and diligence. Responses such as "See Resume" or "Refer to Resume" are not acceptable and may disqualify an applicant from further evaluation. Examinees must earn a score of seventy percent (70%) or higher to advance in the process.

ORAL EXAMINATION-100%:A job-related oral examination will be conducted to evaluate and compare participating examinees' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Examinees must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

NOTE:The selection process will likely consist of an Oral Exam, which may be preceded or replaced with the score from a Training and Experience Evaluation (T&E), contingent upon the size and quality of the candidate pool. If there are three (3) or fewer qualified applicants, a T&E or an Oral Examination will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.

Applicants successfully completing the exam process may be placed on an eligible list for a period of one (1) year.
