Nature of Work

The Compliance Specialist is a professional providing administrative, analytical, and management support services to enable compliance with Destination Medical Center (DMC) and City of Rochester statutory requirements. This role will promote and monitor Women and Minority Owned Business Enterprises (WMBE) participation in public infrastructure construction and contracting as well as increased participation in workforce employment opportunities for women and minorities through the implementation of compliance requirements, record-keeping and auditing. The Compliance Specialist works closely with City divisions and departments; as well as external contractors and agencies, to coordinate compliance efforts to achieve participation targets on designated projects. 

Starting salary range is $77,171 to $93,142 depending on qualifications, with advancement to $116,429.

The responsibilities listed below are representative of the scope of work performed within this classification. Work is performed both independently and in cooperation with the Director of Diversity, Equity and Inclusion, the Deputy City Administrator, and/or in coordination with other City teammates, operating partners, community groups, and other public and private organizations.

  • Support the development and implementation of compliance programs for required projects.

  • Coordinate project compliance plans, schedules, and resources to optimize execution of program.

  • Work closely with developers and contractors to explain the City's and Destination Medical Center Targeted Business Enterprise Utilization Plan, Prevailing wage and American Made steel requirements.

  • Work with contractors to prepare bid packages that meet WMBE goals based on contract values.

  • Coordinate and provide web-based system training to contractors and sub-contractors.

  • Monitor and maintain appropriate metrics to enable evaluation and continuous improvement.

  • Maintain positive working relationships with all stakeholders.

  • Monitor project progress towards achieving WMBE goals.

  • Monitor project execution and produces periodic reports to communicate status in clear and unambiguous terms to management and end user personnel.

  • Request and maintain Workforce Participation Plans from prime and subcontractors on projects.

  • Conduct on-site monitoring of DMC and City Public Infrastructure Projects for compliance with legislative requirements.

  • Track workforce participation, payroll records, and purchases with LCPtracker throughout project life cycle.

  • Recommend corrective and preventative actions in response to audit findings and any emergent program fail points.

  • Prepare and maintain required recordkeeping.

  • Generate monthly reports on WMBE participation, prevailing wage and American Made Steel.

  • Complete monthly field Labor Compliance interviews.

  • Maintain evidence of bid compliance and good faith efforts for public infrastructure by project bidders.

  • Maintain database of eligible contractors and sub-contractors.

  • Perform other duties as assigned or necessary. 

  • ESSENTIAL FUNCTIONS

Education and Experience

A Bachelor's degree in Business Administration, Economics, Management, Public Administration, Construction Management or closely related field from an accredited four-year college or university AND three (3) years of full-time experience in compliance management, contract administration or project management.

OR

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job may also be considered.

Protective equipment required (respirator, mask, earplugs, gloves, eyewear, etc.)
