Job Description

The Compliance Site Operations Leader is responsible for the execution of the export compliance program at the designated FLIR facility and serve as the primary export compliance relationship to facility leadership and operations. The individual will be charged with ensuring the application of, and compliance with FLIR's global compliance policies and procedures at the facility and must be well rounded in all global trade compliance disciplines to effectively drive compliance. The individual must lead the adoption of new and updated policies and procedures into day-to-day operations through strong communication, leadership, and discipline. Facility leadership will look to this individual as a trusted business partner to provide guidance and support on the application of FLIR's compliance policies and procedures in all aspects of the business, especially as FLIR's business and the markets we serve evolve. This will require high business acumen, active engagement, and involvement in the business operations and through developing this trust, will play a key role in the strategic planning process and execution of day-to-day activities at the facility level. The ability to proactively identify risks and compliance challenges that arise will be critical to the overall compliance of the facility that the individual is charged with overseeing. This unique partnership with FLIR's operations is part of FLIR's strategic plan to make compliance in our operations a strategic advantage as compared to our competitors.

In addition to being the primary contact for site operations, the individual will be responsible for working as a liaison between business operations and other GTC functions, including Licensing, traffic, and corporate legal and compliance; be responsible for smaller, satellite facilities that do not have designated GTC compliance leads; and work with other site leads to drive consistency, where possible, in operating procedures. . This role requires an individual with the highest degree of ethical business conduct and integrity, and one that demonstrates FLIR's Core Values every day. Specific job responsibilities include the following:

  • Deep knowledge of U.S. trade controls, including ITAR and EAR and other trade control regimes applicable to the specific facility

  • Provide support, direction, guidance for all applicable export controls for major FLIR facilities.

  • will require an individual who can collaborate across functions, problem solve, and gather buy-in to drive uniform and connected processes across the operations

  • Implement new and revised Corporate export compliance policies and procedures at the leader's designated facility.

  • Develop programs and procedures to ensure site wide compliance with all applicable laws

  • Interact with government agencies as appropriate. (DOD, Department of State, Department of Commerce, Customs etc)

  • Determines in collaboration with site business leadership and corporate leadership internal policy, process, and procedures for facility export compliance.

  • Mentor site employees on best practices in Export Compliance.

  • Provide site wide export control training to all employees, customers and contractors.

  • Work cross-functionally to ensure processes and procedures are followed from a compliance stand-point.

  • Act as Subject matter expert in ITAR (International Traffic in Arms Regulations) and/or EAR to internal and external customers.

  • Develop robust local export control program in conjunction with corporate trade leadership, and execute at a local government.

  • Represent Export / Import Operations in meetings and discussions with internal and external customers and U.S. Government personnel.

RESPONSIBILITIES

(This role could include the following responsibilities and/or may not be all inclusive)

  • Generating, maintaining and monitoring U.S. Government export/import licenses, agreements, permits, certifications, technology release authorizations, commodity jurisdiction determinations

  • Represent Export / Import Operations in meetings and discussions with internal customers and U.S. Government personnel.

  • Assist in implementation of company procedures and instructions to support compliance with U.S. Government export/import regulations and company policy

  • Prepare management reports and presentations

  • Track, status, and provide reports and metrics associated with export / import activities

  • Establish and report on KPI's and metrics to evaluate the health and performance of site operations

  • Work across FLIR facilities to drive consistency in compliance processes

  • Manage and maintain export / import files and records in accordance with U.S. Government export/import regulations and company policies

  • Manage hardware custodians and notify the licensing coordinator or manager when the designated hardware custodian changes.

  • Support Site export/import compliance activities (e.g. self-assessments, internal and external audits)

  • Track site employees performing activities authorized under the consent agreement and ensure those employees have reviewed and acknowledge in writing the Export Control Plan

  • Gather and ensure the accuracy of information from potential foreign licensees in conjunction with Contracts, Supply Chain Management, Business Development and / or Program Management

  • Provide Export Compliance and operational support and management of key corporate wide, regional and local projects/strategic initiatives

  • Participate in proactive export compliance self-assessments and audits of external compliance service providers.Monitor changes in relevant governmental trade regulations and legislation; recommend changes to Corporate Policy, process and procedures.

REQUIREMENTS

  • University degree plus minimum 7+ years of relevant experience.

  • Advanced degree and certification preferred.

  • Significant experience dealing with Export Control

  • Program/Project Management Experience.

  • Experience in High Technology, Defense, Aerospace

  • Previous experience in a similar capacity for a high tech/defense firm with large volumes and licensing agreements.

  • Strong leadership skills required. Extensive experience with U.S. Customs Regulations, U.S. Export Regulations (EAR) and Foreign Trade Regulations (FTR), OFAC, etc.; Canada Border Services Agency; EU, etc.

  • Expert knowledge in areas dealing export controls regulations.

  • Expert in ITAR and EAR regulations.

  • Strong experience in Categories 5,6,7 and 12.

  • Previous experience in dealing with and satisfying government inquires highly desired.

  • Able to interact positively and communicate at various levels within the organization and externally.

  • Able to develop and implement key strategies and goals.

  • Able to think strategically and tactically.

  • Able to identify areas of risk/concern in area of responsibility.

  • Able to constructively work under stress and pressure when faced with high workloads and deadlines

  • Able to make sound and timely business decisions.

  • Able to apply accurate business knowledge in identifying and solving problems.

  • Ability to work independently and self-directed

  • Excellent communication skills (verbal, written and presentation)
