Serves as a senior compliance risk officer for Independent Compliance Risk Management (ICRM) responsible for establishing internal strategies, policies, procedures, processes related to monitoring and fostering awareness of sanctions regulatory requirements that Citi must comply with; assessing related sanctions risk exposure, overseeing the quality of sanctions control processes and setting global standards to manage and mitigate those sanctions risks and protect the franchise. In addition, provides support for the collation of potential breaches of sanctions from across the firm and work with contacts in the Business and Compliance to ensure consistent and effective application and implementation of, and controls to evidence adherence to, relevant sanctions related global standards, policies and procedures.

Responsibilities:

  • Providing input on new business initiatives, new products, and advise on complex transactions.

  • Assess digital products business strategy, new/changed products, business acquisitions, and client related impact with respect to applicability of the Global Sanctions Policy.

  • Working collaboratively with the team to provide advice to business with respect to applicability of policies and implementation of the economic sanctions program and regulatory changes.

  • Analyzing data, preparing and presenting regional and global reports related to sanctions risk assessments, and monitoring of sanctions related issues and escalations with senior management and global partners.

  • Providing input on new business initiatives, new products, and advise on complex transactions.

  • Partnering with functional partners, as applicable, to ensure potential risks are appropriately vetted and addressed. Identifying and escalating to the Chief Sanctions Officer material risks and significant instances of not adherence to the Framework by accountable front line units; directing investigations in coordination with GIU, CSIS, Legal, HR or as appropriate.

  • Monitoring adherence to Citi's Global Sanctions Policy and relevant procedures; staying current on key Sanctions regulatory changes, key enforcement actions and related industry trends.

  • Overseeing adherence to procedures and processes, to ensure compliance with policies ensuring that front line units meet required standards. Promoting global consistency of Sanctions ICRM practices and policies - within the line of business as well as cross-sector.

  • Interacting with Management to raise awareness of Sanctions trends, emerging issues, remedial actions or enhancements to the program. Assessing the impact of issues/violations (legal/regulatory, policy, reputational, etc.) and dimensions control process gaps to help management define disciplinary and corrective actions, as appropriate.

  • Participating in and managing, as appropriate, various internal assurance processes, e.g. Regional Enterprise wide and Horizontal risk assessments, self-assessment, internal audit or compliance assurance reviews. Supporting efforts in connection Internal Audit and functional regulators in Program exams and evaluations; tracking and challenging remedial actions from the front line units.

  • Drafting and editing sanctions-related reference materials; supporting the various electronic record-keeping logs for sanctions licenses, voluntary disclosures; subpoenas etc.; participating in sanctions training programs.

  • Additional duties as assigned.

  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.

Qualifications:

  • Preferably expertise of AML and Sanctions regulations, risks and typologies

  • Knowledge of Compliance laws, rules, regulations, risks and typologies

  • Must be a self-starter, flexible, innovative and adaptive

  • Strong interpersonal skills with the ability to work collaboratively and with people at all levels of the organization

  • Strong written and verbal communication and interpersonal skills

  • Ability to both work collaboratively and independently; ability to navigate a complex organization

  • Advanced analytical skills

  • Ability to both work independently and collaborate with team members

  • Excellent project management and organizational skills and capability to handle multiple projects at one time

  • Proficient in MS Office applications (Excel, Word, PowerPoint)

  • Demonstrated knowledge in area of focus

Education:

  • Bachelor's degree; experience in compliance, legal or other control-related function in the financial services firm, regulatory organization, or legal/consulting firm, or a combination thereof; experience in area of focus; Advanced degree preferred

What you'll be responsible for: This role will oversee the development and management of Circle's Global Sanctions Compliance Program. As a key leader within the second line of defense Compliance team, you will be responsible for developing and implementing the requirements and standards for Circle's Sanctions programs. You will work with the business and compliance/risk peers to provide timely guidance and advice and ensure that the relevant controls are in place and maintained to comply with the relevant regulations in all the jurisdictions in which Circle operates. You will be responsible for establishing internal strategies, policies, procedures, processes related to monitoring and fostering awareness of sanctions regulatory requirements including assessing related sanctions risk exposure, overseeing the quality of sanctions control processes and setting global standards to manage and mitigate those sanctions risks and protect the business. We are seeking someone with a demonstrated history of successfully owning and managing large, complex program areas and engaging with cross-functional teams, and numerous stakeholders, directly and through influence. The ideal candidate has extensive experience managing sanctions compliance programs in large scale financial services/Fintech companies, including leveraging technological solutions to solving compliance issues. What you'll work on: * Own the end-to-end global Sanctions program and strategy, including the development of policies, standards, and other procedural or guidance materials. * Provide day-to-day guidance for designing global sanctions screening platforms and controls for Circle's services and all applicable global sanctions regulations. * Plan, design, develop and test configurations for Sanction screening applications. * Perform data analysis, design business requirements, understand emerging issues, perform estimation and verify implementation of new features and enhancements. * Identify, assess, and advise on compliance risks and control enhancements to a variety of stakeholders and customers to mitigate risks related to AML and Sanctions. * Provide advice to the businesses on an ongoing basis on new business initiatives, new products, and customer-related matters with respect to applicability of policies, resolution of potential red flags or other compliance escalations. * Research, analyze and provide recommended remediation efforts on Action Plans for matters that present sanctions and/or reputational risk. * Oversee control assessments and support the completion of company-wide Sanctions Risk Assessments. * Staying current on key Sanctions regulatory changes, key enforcement actions and related industry trends. * Assist regional Heads of Compliance in ensuring that all regulatory processes are scalable and remain compliant. * Develop, monitor and report on a suite of KPIs / KRIs for various internal fora including Executive Leadership and Board-level reporting. * Collaborate closely with the Compliance Operations team to operationalize the Sanctions Compliance program. * Work closely with Legal, Product and other internal stakeholders to support license application processes across multiple regions. * Present to regulators, examiners and auditors performing reviews of the Compliance program. What you'll bring to Circle: * 10+ years of relevant experience in compliance with deep specialization in managing Sanctions programs. * 3+ years of experience managing teams. * Compliance experience in either banking, consulting, or cryptocurrency required. Experience in RegTech or Fintech companies is preferred. * Proven experience with regulatory exams and presenting to examiners. * Extensive knowledge of and experience with OFAC, UN, and other Global Sanctions regulatory guidance. * Experience managing the configuration and performance of client and transaction sanction screening systems. * Familiarity with client screening and associated alert reviews. * Experience working hands-on with other cross-functional team leaders, such as lawyers, engineers, product managers, data analysts, operations analysts in improving compliance processes and systems. * Experience and comfort working in an ever changing industry and the flexibility to quickly react to changing demands. * Proficiency in Google Suite, Slack and Apple MacOS preferred. * Experience/familiarity with Slack, Apple MacOS and GSuite.
