General Position Description:

Provide assistance and coordination to the Compliance Program including HIM Center. This position will contribute to the timely collection and transfereance of records authorized.

Position Requirements


  • High School education required with 2-4 years of health care related experience but Associates Degree preferred.

  • Ability to work in a fast paced environment with the ability to handle multiple priorities.

  • Must possess excellent customer service skills.

  • General knowledge of medical anatomy and terminology.

  • Must possess knowledge of Microsoft Word, Excel, Electronic Medical Record and Healthcare billing systems.

  • Must have experience using office equipment including but not limited to fax, scanner, copier, etc.

  • Must possess general understanding of HIPAA/HIGHTECH and state privacy laws.

  • Must possess ability to maintain patient and company confidentiality.

Working Relationships:

  • Will interact with all employees of the Compliance department on a regular basis as well as other cross-functional team-members at the Administrative Offices, Clinics/Centers and Business Associates.

  • Have frequent verbal and written interactions with outside entities including but not limited to attorney offices, governmental offices, law enforcement, medical records companies, third party billers, patients and patient family members, and others.

Principal Duties and Responsibilities:

  • Provides daily review of record requests and subpoenas as they are received by records management system and distribution of requests to appropriate persons.

  • Responsible for printing, scanning, faxing, and mailing records and documents as assigned. Provide general, firstline assistance to center R2M2 users who encounter common user errors.

  • Responsible for accessing multiple EMR and billing systems (current and legacy), printing appropriate records, scanning records, and uploading to records management system after approval.

  • Responsible for review and timely processing of Subpoenas, Court orders, Law Enforcement Investigations and other such sensitive requests.

  • Makes independent judgements regarding the validity of record requests and disclsoures as required by federal and state privacy laws.

  • Generate reports for use during the quartery audit. Provide preliminary review of records requests for validity per P&P, HIPAA/HIGHTECH and state privacy laws.

  • Will contact and receive inquiries from requesters and centers regarding status of record request, validity of authorizations and subpoenas, and any additional needed documentation.

Working Conditions

  • Non-Center Based. Requires: the ability to sit at a computer for hours at a time (with some bending and stooping) and travel to Centers (if so, the noise level is moderate and there is potential for exposure to infectious diseases and blood-borne pathogens).

The primary purpose of this role is to provide program management and independent, high-level administrative support of the day-to-day operations of the General Counsel; Deputy General Counsels; and other attorney's in the General Counsel's Office (collectively referred to as "Counsel"). This includes, but is not limited to, maintaining the highest level of confidentiality on matters being addressed by Counsel; developing, maintaining, and administrating various project management systems, especially those systems related to transaction work; assisting with highly confidential correspondence, reports, and memoranda on various legal issues; managing calendars and schedules; assisting in the management of the department's supplies and related items; processing and screening incoming correspondence; coordinating and formatting various complex documents intended for external use; and acting as a source of information for WVU employees and the general public concerning the General Counsel's Office. In order to be successful in this role, the ideal candidate will: * Manages projects of significant size, scope and complexity as assigned by Counsel, which may be confidential and mission critical in nature. Maintain processes necessary to organize, prioritize, and track activities, projects, and tasks of Counsel. * Develop, administer, and manage an overall contract management and tracking system for projects, contracts, and agreements that are reviewed by the General Counsel's Office. * Manage and administer electronic University-wide contract management system (Total Contract Management (TCM)) to assist units across campus to complete and process contracts in an accurate, timely, and efficient manner. Attend and participate in University and/or third-party training sessions to become efficient in the TCM system and serve as a subject matter expert on information relating to the system. * Maintain and manage templates for common contract requests relating to the academic and business affairs of the University as periodically reviewed, drafted, and approved for use by the General Counsel's Office. Assist University units on requested revisions and completion of contract templates for approval and signature. * Perform initial review of certain template or basic-level contractual agreements, highlighting potential areas of concern and proposing edits for final review and approval by Counsel. * These duties necessitate close and frequent interactions with every leadership area of the University, including the President's Office, the Office for the Vice President for Health Sciences, the Office for the Vice President for Strategic Initiatives, the Office of the Provost, Office of the Vice President for Research, the University's Research Corporation, and the University's Innovation Corporation. * Provide administrative support to Counsel and assist in managing various daily operational responsibilities of the General Counsel's Office. * Manage complex schedules and calendars. Independently initiates and/or responds to requests for appointments on the Counsel's calendars that will require prioritizing frequently conflicting high-level events on a daily basis. In this capacity, quick and incisive decision-making that accounts for the complexities of University priorities and of the Counsel is imperative, including important determinations of the use of the Counsel's time based on an understanding of the needs of the Counsel and various units across the University. * Manages the maintenance of records, documents, and correspondence for the General Counsel's Office, assuring that all materials are maintained in a confidential manner. * Manages and coordinates travel for Counsel. This includes scheduling and booking of travel and ensuring compliance with University travel policies and rules. Manages the itinerary for the Counsel that includes tracking and communicating dates, times, locations, and confirmation numbers of travel related activities. Manages the reimbursement and reconciliation process pursuant to University policies and rules. * Screen and processes all incoming correspondence. Independently prepares and, as appropriate, signs routine correspondence, requisitions, vouchers, and similar papers and forms on behalf of the Counsel, requiring a thorough knowledge of policies and procedures, or refers to appropriate employee for response. * Has purchasing authority utilizing University Procurement Card pursuant to University policies, procedures, and processes (including, ordering through University electronic procurement systems) to obtain office supplies, catering services, office equipment, etc. * Serves as a back-up to the Assistant to the General Counsel. In so doing, must work closely with the Assistant to the General Counsel and learn and keep updated on their tasks and projects. * Tasks that individual may perform in a back-up capacity or to assist the Assistant to the General Counsel, include, but are not limited to: Coordinate various group, committee, and public meetings which require contacting the offices of various administrators to determine availability of time for all those requested to attend. Maintain day-to-day budgetary management responsibility for the General Counsel's operating budget. Develop, administer, and maintain a comprehensive system and database to track and monitor all active and resolved litigation and grievance matters involving the University, University Research Corporation, and University Innovation Corporation. Maintain webpages of the GC Reporting Units and monitors all incoming email to the Legal Services resource account. Pay Grade 17 * A Master's degree or an equivalent combination of education and experience. * At least one year of project/program management experience, including legal or university work experiences which include supporting Counsel or direct-level positions. * Knowledge of confidential office protocols * Ability to compose and edit correspondence and other documents * Knowledge of computer and use of word processing, spreadsheet, and database programs * Ability to learn University structure, policies, and procedures * Paralegal experience or experience as a legal assistant is preferred.
