Position Summary

This position is responsible for working with grant teams and management to ensure compliance requirements associated with U.S. Department of Housing and Urban Development and U.S. Treasury programs are met.Programs include Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Solutions Grant (ESG), Housing Opportunities for Persons with AIDS (HOPWA), Continuum of Care (CoC), COVID Relief funds (CDBG CV I&III, ESG CV I&II, HOPWA CV), HOME American Rescue Funds and Treasury American Rescue Funds.The position works in collaboration with other DMD employees, developers, and non-profit organizations to ensure compliance requirements such as Environmental Release of Funds, Environmental Reviews, Davis-Bacon Act, Section 3, construction requirements, monitoring of partner organizations and financial compliance with federal draw requests are met and appropriate documentation is maintained. These requirements are related to programs that assist low/moderate income households, promote economic development, develop affordable housing opportunities, provide housing and services to Indianapolis' homeless population, and contribute to Indianapolis neighborhood revitalization and community development.

Position Responsibilities

  • Performs environmental review processes for federally funded projects; includes occasional inspection of sites.

  • Implements code of federal regulations regarding environmental reviews/assessments, public notice, and other grant funded projects.

  • Ensures compliance with Davis-Bacon Act and uses appropriate reporting software, currently using LCP Tracker.

  • Ensures compliance with Section 3 regulations for the City and partner organizations.

  • Performs monitoring along with grant teams to ensure all compliance with federal and local requirements and regulations.

  • Provides input on City policies and procedures related to areas of compliance responsibilities.

  • Participates in training sessions/webinars for partner organizations who receive grant awards from the City of Indianapolis.

  • Reviews all projects/agreements receiving federal funds for compliance requirements.

  • Completes all paperwork necessary to document environmental findings.

  • Prepares compliance reports for managers review prior to submission.

  • Assists with property inspections and on-site reviews.

  • Communicates with the U.S. Department of Housing and Urban Development, citizens and City agencies when necessary.

Qualifications

Bachelor's degree in Public Administration, Planning, or Business Administration or Management or related field from an accredited college or university, or a minimum of one (1) year of work experience in community and economic development work and/or grant administration. Experience can be substituted for degree. Excellent speaking, writing, and listening skills are crucial. Knowledge of city government's inter-workings and not-for- profit community, or the ability to acquire such knowledge quickly, is a must for this position. Must establish and maintain effective working relationships with city colleagues, private contractors, business owners, and not-for- profit organizations. Ability to manage several projects simultaneously is required. Must be able to attend meetings or perform work outside of the office. Computer literacy is required.

Preferred Job Requirements and Qualifications

Masters Degree in Public Administration, Planning, or Business Administration or Management or related field in addition to the requirements listed above.
