Job Information

Open to the general public and any current Municipal employee.

This is an executive position (no union affiliation) and serves at the pleasure of the Mayor of the Municipality of Anchorage.

DEPARTMENT: Human Resources

HOURS OF WORK: Monday through Friday; 8:00 a.m. to 5:00 p.m.

Hours/schedule may vary occasionally, based on duties required within the position.

LOCATION: City Hall 632 W 6th Avenue

Example of Duties

Under general direction, manage and oversee the Municipal wide drug and alcohol compliance program. Serve as the central coordinator for all Municipal Departments for drug and alcohol testing processes and procedures on a 24/7 basis. Represent the Municipality to answer questions and resolve problems with third party vendors and agencies to ensure we are in compliance with testing, reporting and record requirements. Coordinate a wide range of professional human resources activities to assigned departments. Advise department administration/management on labor relations and interpretation of collective bargaining agreements and Personnel Rules. Perform fact finding and conduct internal investigations and prepare reports of findings; recommend and/or administer disciplinary actions to represented and non- represented employees. Provide proper resolution of complaints and/or grievances and appropriate corrective actions. Perform other related duties as assigned.

Minimum Qualifications / Substitutions / Preferences

High school diploma, GED, or equivalent and nine (9) years of experience conducting research, investigations, litigation, report writing, program management, and/or program support.

OR

Associate's degree in Business Administration, Public Administration, Accounting or a similar discipline and seven (7) years of experience conducting research, investigations, litigation, report writing, program management, and/or program support.

OR

Bachelor's degree in Business Administration, Public Administration, Political Science, Accounting or a similar discipline and five (5) years of experience conducting research, investigations, litigation, report writing, program management, and/or program support.

OR

Master's degree in Business Administration, Public Administration, Accounting or a similar discipline and three (3) years of experience conducting research, investigations, litigation, report writing, program management, and/or program support.

Must possess a valid State of Alaska driver's license at time of hire.

Administer direct and strategic supervision to the program managers responsible for Community Health Nursing, WIC Program, and Environmental Health. Promote public health evidence-based practices and development plans to ensure current and future objectives are maintained. Advise the Director of the Anchorage Health Department on issues and changes to policy, challenges, and opportunities related to program state' and implementation. Maintain oversight and leadership in the forecasting, monitoring, and administering of budgets to include grant management, and reporting for local, state, and federal funding. Oversee functional direction for division with regard to personnel in relation to on-boarding, evaluations, discipline, and termination actions. This position requires the incumbent to balance multiple priorities while being flexible to the demands of the division in normal state operations and emergency state operations.
