Manages compliance for all cardlocks, retail, and corporate office facilities. Ensure 100% compliance with Local, State, and Federal regulations related to Department operations.


  • Manage site compliance inspections, including follow-up, repairs as needed

  • Manage CERS submittals in conjunction with EHS&S

  • Manage testing follow-up for all site required testing

  • Monitor throughput of fuels for permit compliance

  • Manage hazardous material compliance

  • Manage Employee certification training

  • Work with Facilities Manager to cross train on overlapping responsibilities

  • Work with Quality Assurance Manager to cross train on overlapping responsibilities

  • Oversee 3rd party contractors

  • Other duties as assigned

  • BA/BS degree or equivalent experience (5-10 years experience) preferred

  • Very detail oriented

  • Strong Follow through skills

  • Fluent with PC programs such as Microsoft Office apps (Excel, Word, PowerPoint, etc.)

  • 2 years experience in the regulatory environment preferred

  • Ability to work well in a team environment

  • Self-starter / motivated

  • Public speaking skills

  • Ability to meet deadlines

  • Team Builder

  • Reliable transportation to travel to facilities

  • Strong Communications skills, both oral and written


  • Work indoors / outdoors

  • Walking / standing for long periods

  • Ability to lift up to 30lbs

The LOSSAN Agency assumed management responsibility for the Pacific Surfliner service in July 2015, following the execution of an interagency transfer agreement with the state of California. The Pacific Surfliner travels along a 351-mile coastal rail route through San Diego, Orange, Los Angeles, Ventura, Santa Barbara and San Luis Obispo counties, serving 29 stations. It is the busiest state-supported intercity passenger rail route in the United States with 24 daily trains and annual ridership of nearly 3 million. The LOSSAN Agency is staffed by the Orange County Transportation Authority. Overview: Under minimal guidance, manages, supervises and coordinates the operation of the Pacific Surfliner including oversight of transportation, mechanical activities and station operations. Responsibilities require an exceptional ability to coordinate multiple tasks and build strong relationships across multiple functional areas. This is an exempt position in Salary Grade T: Min $93,537.60– Mid $115,107.20– Max $ 136,656.00 annually. The starting salary will be within this range based on qualifications. Ensures highest possible standards of cleanliness, performance and compliance with established performance measures. * Coordinates all activities with the contracted operator. Works closely with the contracted operator to ensure that all safety requirements and certifications are current and in compliance with all applicable regulations. * Works closely with the contracted operator to ensure that all required maintenance programs, policies and procedures are in place and complied with. * Develops and implements a program of compliance monitoring, reporting and oversight to ensure that the equipment maintenance program for the Pacific Surfliner fleet is carried out in full compliance with all regulatory requirements, industry best practices and contractual provisions/standards. * Performs station inspections on a regular basis; ensures that stations are operating in compliance with established station standards. * Assists with the development and implementation of standard policies and procedures for rail equipment and stations. * Provides effective and timely reports to management on the condition and policy adherence of rail vehicle maintenance and station maintenance operations. Qualifications Any combination of education and experience equivalent to a bachelor's degree with a minimum of six years of experience in program management, rail operations, rail safety, rail vehicle maintenance, and railroad regulations. Advanced degree is preferred, and intercity passenger rail equipment maintenance rail experiences strongly desired. Knowledge of: * Comprehensive knowledge and understanding of railroad safety practices. * General railroad operating practices. * Passenger rail maintenance operations, policies and procedures. * Principles, practices, and techniques of project management including budget, procurement and contract management. * Passenger rail system equipment and technology. * Positive Train Control and Automatic Train Stop procedures. * California Public Utilities Commission and Federal Railroad Administration regulations. * US Food and Drug Administration regulations, pertaining to passenger equipment. Ability to: * Communicate effectively at all levels and work collaboratively across lines of business and multi-functional team. * Effectively build professional relationships. * Work independently, advance tasks using strong judgement and problem-solving skills. * Communicate key information both in written and oral mediums.
