Position Title: Compliance Data Analyst

Business Unit: Compliance

Reports to: Director of Compliance

Position Overview:

The Compliance Analyst will be responsible for building and implementing analytical and other solutions that optimize the prediction, detection, measurement, reporting and remediation of compliance risk and drive compliance process efficiency.

Primary Responsibilities:

Supports analytic needs, including development, production, maintenance and documentation of Compliance Department results and methodologies. Provides on-going tracking and monitoring of performance of decision systems and statistical models.

Conducts statistical analysis and communicates results to stakeholders.

Develops and applies expertise in areas such as data mining and statistical analysis.

In conjunction with manager plans and executes data collection methods for specific projects and determines the types and sizes of sample groups to be used.

Fields requests for reporting and analysis from Compliance team members.

Performs other related duties and projects as assigned.

Summary: Tetra Tech, Inc. is seeking a full-time Senior Permitting and Compliance Manager to support our coal combustion residual (CCR), abandoned mine land (AML) reclamation, oil & gas, and other geo-environmental and environmental pursuits and projects. This position will report through Senior Project Management in our Pittsburgh, PA office and the job responsibilities will include administrative oversight of our Morgantown, WV office which is part of our Pittsburgh regional operations. The primary focus of this position will be on energy and industrial client programs in the U.S., but may also include support related to our federal, state, and local programs and international projects. Your Role: The functions to be performed include, but may not be limited to, the following: * Develop and implement permitting and regulatory compliance plans for solid and liquid waste management, groundwater and surface water monitoring and treatment, and site development and restoration projects (greenfield and brownfield). * Plan, schedule, coordinate, and oversee environmental field investigations, surveys, and sampling/laboratory analysis programs required to support permitting and permit compliance requirements for both new and existing facilities/sites. * Plan, schedule, coordinate, and oversee preparation of permitting and design documentation including forms, reports, and calculation briefs, and assist with preparation and review of construction packages (drawings, specifications, CQA/CQC manuals) for compliance with environmental requirements. * Prepare and conduct presentations to internal and external clients, regulators, other consultants and contractors, and other stakeholders, focused on a given project's overall framework and goals, regulatory and technical requirements and challenges, proposed approaches and solutions, schedule, and costs. * Support project and business development activities, proposal and budget generation, and strategic planning, including building relationships with existing and potential clients. * Support other projects/programs that are managed and supported within this business unit, and other Tetra Tech offices and business units. * Periodic travel to project sites for meetings, audits, or other activities. * Provide high level consultation to clients. * Provide administrative oversight of a satellite office housing between five and ten permanent staff members and a small geotechnical laboratory configured to perform basic geotechnical index testing. * Other duties may be assigned. Qualifications: * BS degree in engineering, science, or a related field is required. * Minimum of 25 years of progressive experience providing technical, regulatory, and managerial leadership and guidance of projects in the energy and/or industrial market sectors that include solid and liquid waste management (characterization, handling, and disposal), groundwater (RCRA) and wastewater (NPDES) permitting and compliance monitoring/reporting, and greenfield and brownfield site permitting, development, and remediation/restoration. Experience in coal-fired power generation/transmission, mining, and oil and gas projects is preferred. * Direct and extensive experience working with state and local regulatory agencies in the solid waste, water quality, waterways/wetlands, and erosion and sedimentation control branches in Pennsylvania, West Virginia, Ohio, and Maryland. * Successful demonstration of subject matter expertise and past leadership and teamwork skills to support project pursuits and implementation of projects through all phases of work (planning, design, permitting, bidding, construction, and closeout). * Qualifications and ability to guide and provide senior review of work performed by supporting technical staff are required. * Team builder with the ability to mentor, develop, and facilitate quality performance from the individuals within our technical work groups is also required. * Computer skills must include the Microsoft Office software suite, with proficiency in Word, Excel, and Teams required, and competence in PowerPoint and Project preferred. * Must have a valid driver's license in good standing and ready access to a legally registered and insured vehicle or public transportation to meet work commuting needs, with ability to operate 2WD and 4WD vehicles.
