Core Responsibilities:
The Children's Licensing and Investigation Services (CLIS) Compliance and Operations Supervisor works directly with Child Care Licensing, Children's Residential Licensing, and Out of Home Investigation (OOH) Supervisors and the CLIS Program Manager by advising on licensing enforcement action; ensuring licensing action and decisions are legally enforceable and consistently applied in accordance with Department rules and statutes; advising on investigation decisions and findings; assisting the OAG and directly representing CLIS at administrative hearings. This position has policy writer responsibility assisting the Program Manager with rule revision and promulgation in accordance with the Maine Administrative Procedures Act (MAPA) and contributes to the revision, addition, and implementation of CLIS Standard Operating Procedures. This position manages all record requests including: FOAA, Clifford Orders, and requests to review OOH investigations. This position directly supervises two positions (CLIS MAI and OAII). This position works with the Program Manager to support and implement all operational and technical aspects of the CLIS program to include: data management/technology and record retention and confidentiality.
You will:
Gather and extract pertinent information for hearings through record review and oral questioning.
Analyze and interpret facts and evidence to support logical conclusions and make sound decisions.
Review and prepare Department evidence, prepare witnesses for testimony, and submit all relevant exhibits to DHHS Division of Administrative Hearings.
Negotiate settlements and prepare agreements.
Assist program Supervisors in writing and reviewing enforcement action.
Support the OOH Supervisor with review of complaints and complete assignments to OOH and licensing entities.
Explain statute and regulations for child care, children's residential care facilities, children's shelters, transitional living programs, and child placing agencies to others.
Explain appeal rights and procedures to others.
Conduct informational meetings and/or training both internally and externally.
Support operational needs of CLIS program staff through the development and implementation of a new date management system.
Your work may require a flexible work schedule beyond the typical 8-5, Monday-Friday standard week. This position may telework up to three days per week with management approval.
Minimum Qualifications:
An eight (8) year combination of education and/or professional experience in children's licensing or other social service program.
Preferred candidates will have:
1.Leadership skills and a demonstrated ability to direct and oversee the work of others.
2.Prior experience with Children's Licensing rules, regulations, record release, and Administrative Hearing procedures.
3.Prior experience with complex data management and record retention.
