Position Purpose: Assist in maintaining Centene Corporation's Compliance Program; guide special projects; provide regulatory interpretation; perform compliance reporting; and develop and implement compliance auditing and monitoring strategies.

  • Respond to external requests for information required by the organization for its regulatory filings.

  • Respond to inquiries from state and federal regulatory agencies.

  • Monitor pending legislation and regulations affecting Centene Corporation services.

  • Maintain database and other reference materials related to legislative and regulatory issues and compliance.

  • Communicate state and federal requirements to internal and external clients.

  • Provide development guidance and assists in the identification, implementation, and maintenance of compliance policies, procedures and work instructions.

  • Assist in the identification, analysis, and resolution of compliance issues.

  • Maintain and reviews regulatory documentation necessary to maintain corporate standards.

  • Assist in developing, producing and conducting compliance training programs.

  • Perform periodic compliance audits, risk assessments and conducts related ongoing compliance monitoring activities.

  • Assist health plans in managing relationships with regulatory agencies and seek to resolve policy issues which may negatively impact service to members.

  • Plan, direct and coordinate the implementation of Compliance Committee policy to ensure decisions are properly executed.

  • Serve as a company wide resource and liaison on policies, contract issues and provisions, communications, workflow, and quality improvements initiatives.

Education/Experience:

Bachelor's degree in related field or equivalent experience.

Master's or Juris Doctorate degree preferred and may be considered in lieu of experience.

1 years of related experience in compliance, privacy and/or regulatory affairs. Working knowledge of laws and/or regulations in area of compliance; in particular HIPAA, and state regulations.

Act as a leader representing the Compliance Department in Business Unit and Compliance project initiatives, providing strategic guidance to business leadership regarding compliance-related risk and best practices. Provide project-related tracking and reporting to Compliance Leadership and assist with Compliance Department initiatives. Support the efforts to monitor, review and analyze state and federal regulatory requirements regarding Sammons Financial Group strategic and project initiatives, and lead efforts to implement any changes to current relevant business practices as required. * Act as a primary Compliance Department business engagement liaison for Sammons Financial Group project initiatives; develop strong knowledge of related products, distribution models and business processes; and play a key role in the development of compliance strategies, concepts and initiatives specific to the projects, including but not limited to regulatory compliance, due diligence and quality assurance objectives. * Conduct internal and external compliance and business practice reviews and trainings to ensure compliance with state insurance regulations. This includes, but is not limited to: periodic quality assurance review of agent telephone sales calls and regular interaction with distribution partners and other key stakeholders. * Lead ongoing business monitoring which includes, but is not limited to: identifying emerging risks and maintaining effective engagement with business unit leaders. * Interface and act as compliance consultant to Sammons Financial Group business partners to provide guidance on issues related to regulatory change and project initiatives. * Participate in and lead complex discussions, based on an in-depth understanding of Sammons Financial Group business practices. * Responsible for creating and/or reviewing internal and external communications, both verbal and written, as well as training materials and agent compliance guides, to ensure compliance with state and federal regulations. * Act as a leader to facilitate training and education of compliance policies, procedures and manual among home office employees, agents, and representatives as needed. * Assist with the review of a variety of marketing materials including, but not limited to: flyers, newsletters, articles, post cards, radio spots, statement inserts, invitations, web sites, business cards, stationary, internal materials, client proposals, presentations, and correspondence. * Act as a leader to compliance and business unit management in all aspects of the compliance function related to developing and implementing policies, procedures and controls; conducting reviews of compliance processes and operations; ensuring implementation of any required corrective actions; managing projects; developing and implementing systems to automate processes and procedures to enhance efficiencies. * Collaborate with other company departments to formalize and maintain written policies and procedures, and ensure adequate controls are in place to prevent, detect, and resolve compliance violations. * Provide support as requested to all Compliance functions, including but not limited to providing support for market conduct exams, compliance testing, suitability reviews and SEC Rule 38a-1 compliance functions. * On an as-needed basis, review, investigate, and respond to regulatory and client-initiated complaints and perform agent investigations. * On an as-needed basis conduct the review, investigation and response preparation to regulatory agencies and client-initiated complaints and perform agent investigations with primary focus on alternative market and registered product matters. * Perform on-site agent compliance reviews and training as needed, including but not limited to: alternative distribution call centers and agencies.
