Under the direction of the Deputy Associate Commissioner (DAC)of Procurement and Contracting Services (PCS) Complex Procurements. This position primarily performs management of non-IT complex procurement requirements.

Requires a strong background in developing statements of work (SOW), Requests for Proposal (RFP), Requests for Offer (RFO), Federal an State Grant applications and Client Services requirements. This position has significant opportunity for initiative and independent judgment and works with minimum supervision. This position plans, assigns, and supervises the work of others. Essential Job Functions:

Manages the daily operations of Information Technology (IT) teams to ensure that administrative and client goods and services requested by HHS agencies are procured in a timely, efficient, effective and ethical manner. Provides oversight of purchases ensuring they are issued in accordance with state and federal laws and HHSC policies and procedures.

Provides input regarding budget requests for staff training, travel, and equipment. (20%) Reviews, develops and oversees the implementation of procurement guidelines, HHS policy and procedures such as procurement processing, standard operating procedures, appropriate purchasing methods, specification writing, and vendor evaluation. (20%) Develops and oversees performance measures to ensure procurements are processed in a timely, efficient, and effective manner and in accordance with state and federal laws. Performance measurement reports include but not limited to procurements processed within established timelines, successful procurements processed without a successful vendor protest,aging reports. Reviews and approves the reports prior to executive management review (15%) . Identifies areas of needed change through performance management reports, strategic sourcing reports and customer service surveys Provides input on special projects, such as strategic sourcing for commodities and services within assigned teams, and makes recommendations for enterprise wide procurements and contracts.

Provides direction and guidance to staff of senior Purchasers and Contract Specialist. (20%) Reviews the results of internal audits, state auditor audits, CPA audits, federal statewide single audits as well as related to state procurement and contracting and provide direction and guidance to management to formulate management response to audit recommendations. (10%) Serves as a Procurement and Contracting Services representative at executive management meetings, workgroups, legislative hearings, conferences and seminars. Represents the agency at HUB forum panels and committees. (10%) Attends work on a regular and predictable schedule in accordance with agency leave policy. Performs other duties as assigned including participate and/or serve in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. (5%) Knowledge Skills Abilities:


Knowledge of purchasing laws, requirements, and methods and procedures, including: purchasing sources, prices, market factors, products characteristics, and technical specifications; Knowledge of assigned commodities and services and supply sources; Ability to work effectively as part of a team and to establish and maintain effective working relationships; Ability to train others; Ability to prioritize and schedule, and ability to manage multiple tasks and issues simultaneously; Strong skills in using personal computers and applications such as spreadsheets and databases and other software systems used in the architectural and engineering fields; Strong communication skills and the ability to effectively communicate with customers, project managers, and contractors. Communications, both orally and in writing, must be from an architectural standpoints must be a primary focus in all communications; Skill in tabulating and evaluating bids, including Requests for Proposals (RFP); and Ability to conduct negotiations. Requires current specialized certification as a Certified Texas Contract Developer/Certified Texas Procurement Manager (CTCD/(CTPM) and/or a Certified Texas Contract Manager (CTCM) or ability to obtain the certifications within 9 months of hire. Initial Selection Criteria:

Five years progressive experience in purchasing and/or contracting as a purchaser or contract manager; Experience with the use of an automated procurement system/database; Degree from a four-year college or university with a major in accounting, business or management. Experience may substitute for year of college in accounting, business, and management on a year for year basis up to four years. Additional Information:

Core Duties and Responsibilities: * Engage in all aspects of supplier management including negotiations with a focus on improving profitability and delivering customer satisfaction. * Purchases materials following business corporate guidelines. * Maintains vendor masters and performance metrics for existing suppliers and evaluate new suppliers according to local and corporate guidelines. * Reviews purchase requisitions and ERP output for appropriate information and approvals. * Confers with suppliers to obtain product or service information such as price, availability and delivery schedules. * Establishes and manages supply agreements with external vendors. * Runs and sends suppliers Open Order, Past Due Orders, Supplier Requirements and Kanban reports as required. * Enters and reschedules purchase orders in the ERP or equivalent system in a timely manner. * Interfaces directly with staff and suppliers to resolve order status, discrepancies, past due items and schedule/date changes. * Resolves invoice discrepancies with suppliers and Accounts Payable. * Manages Pcards for invoicing approvals. * Coordinates defective and returned materials with suppliers, Quality Assurance, and others to determine root cause and initiate and follow-up on corrective actions. * Coordinates office supply ordering and replenishment. * Runs, compiles and distributes reports and databases related to inventory, open Purchase Orders and suppliers. * Develops and administrates reports and databases to support multiple business functions as required. * Adherence to ISO guidelines and the PerkinElmer quality policy.
