The Opportunity
WSDOT is currently seeking a Transportation Engineer 4 to serve as the Complete Streets Planning Engineer in Seattle, WA. The objective of this position is to facilitate the planning, engineering, and implementation of WSDOT's Complete Streets program consistent with the agency's vision for a safe, sustainable, and integrated multimodal transportation system. This vision aligns with FHWA's direction to plan, develop and operate equitable streets and networks that prioritize safety, comfort, and connectivity to destinations for all people who use the street network. This position serves as the region's Technical Program Specialist in planning and pre-design engineering for projects subject to complete street requirements and planning studies. Under the direction of the Corridor Planning Manager, the NWR King Area Traffic/Snohomish & Mt Baker Area Traffic Engineer, and NWR Project Engineers, the Complete Streets Planning Engineer leads and/or supports project planning and pre-design efforts including alternatives development, evaluation, and selection, internal and external coordination, and preparation of deliverables. The Complete Streets Planning Engineer supports WSDOT's diversity, equity, and inclusion plan implementation through developing studies and complete streets pre-designs with inclusive community engagement
What to Expect
Among the varied range of responsibilities held within this role, the Complete Streets Planning Engineer will:
Advise WSDOT NWR SnoKing project teams on methods and best practices related to critical active transportation and multimodal planning and design elements, including Complete Streets requirements.
Oversee and/or support project planning, scoping, and pre-design to advance NWR SnoKing area projects subject to complete streets to approximately 30% design.
Serve as the area expert for implementing Complete Streets policies at the project level in the context of WSDOT's Transportation System Management Operations (TSMO), Practical Design, and Safe Systems Approach policies and guidelines.
Lead pre-design complete streets alternatives development and analyses.
Coordinate with respective traffic engineer and seek concurrence during alternatives development and analysis.
Lead the development of Complete Streets Screening Worksheets, Assessment Worksheets, Complete Streets Reports, and other deliverables as needed.
Support the development of the Basis of Design (BOD) and other elements of design documentation packages.
Review and evaluate traffic, transit, bicycle, and pedestrian analyses including determining and documenting Level of Traffic Stress (LTS) and Route Directness Index (RDI).
Develop and assess preliminary intersection and roadway design concepts for review by respective traffic engineer.
Qualifications
To be considered for this opportunity, the following are required:
Two (2) years of experience as a Transportation Engineer 3 or equivalent such as a Bridge Engineer 3.
Bachelor of Science Degree in Civil Engineering (BSCE) or Bachelor's Degree in Transportation Planning or closely related discipline OR an Engineer in Training (EIT) Certificate (preferred traffic or transportation engineering emphasis)
In addition to the following:
Possess a valid driver's license.
Knowledge of multi-modal transportation principles and current related federal and state regulation.
Experience with Beyond Typicals, Bluebeam Revu, geographic information system (GIS), and/or other web-based software programs.
Knowledge of engineering principles and practices with state and national guidelines related to safety and mobility of pedestrians, bicyclists, and transit patrons.
Ability to communicate, both verbal and written, in a timely manner with professional tone and delivery
Ability to independently assess priorities, work-on/complete multiple assignments and continually adapt to emergent issues.
It is preferred that qualified candidates also have:
Two (2) years of experience in investigating, designing, and implementing active transportation projects, programs, and initiatives.
Washington State Professional Engineer (PE) license
Master's Degree in Transportation/Traffic Engineering, Transportation Planning, Urban Transportation Design, or a closely related discipline.
Experience participating in public meetings, presenting complex information to a diverse audience, collecting, and recording information and preparing written documents.
Experience working with the public, local jurisdictions, tribal governments, state, and federal agencies.
Familiarity with WSDOT planning resources, guidelines, and processes.
Experience with grant strategy and application development.

This position is eligible for remote work up to 100%, per supervisor approval.
The salary range listed includes the legislative approved general wage increase of 3%, effective on July 1, 2024.
The salary listed includes the legislative approved 5% salary premium for positions in King County.
