Compensation Manager

Annual Salary Range: $98,612.80 - $119,329.60

Our HR compensation division is dedicated to administering equitable and market-appropriate compensation strategies that foster a high-performing work environment across Milwaukee County, all within the parameters established by Milwaukee County Government.

Job Summary: As the Compensation Manager, you'll be entrusted with providing leadership to the Compensation Division of Human Resources for Milwaukee County. We are actively seeking an experienced professional who is not only passionate about supporting our strategic and operational vision but is also dedicated to their own career advancement. This role encompasses the design, implementation, management, communication, administration, and effectiveness of compensation programs, policies, and practices, all aimed at attracting, retaining, motivating, and rewarding individuals for achieving organizational objectives. Furthermore, this position includes managing the compensation staff and reporting directly to the Director of Total Rewards.

Job Responsibilities:

  • Develop, implement, and administer compensation philosophy, programs, policies, procedures and practices to drive, execute and support the overall business strategy, objectives and key priorities. Lead cost effective compensation initiatives designed to attract, engage and retain talent and accelerate performance. Provide strategic, operational and functional compensation leadership and guidance.

  • Oversees job analysis and evaluation, benchmarking, salary administration, incentives and reward programs. Manage position requests: pay advancements/appointments, position abolish/creates, reallocations and reclassifications to ensure equity appropriateness. Recommend modifications or proposals for amendments to County Ordinances, Civil Service Rules, and County total compensation policies and procedures. Evaluate the impact of union proposals on Milwaukee County's compensation structure.

  • Develop and disseminate effective and clear communications regarding all compensation programs, policies and practices; ensuring they are understood, appreciated and appropriately utilized.

  • Partner with and advise the business partners and leaders on compensation philosophies, programs, policies and practices providing information and tools to effectively meet human capital and financial objectives for the organization.

  • Provide strategic support to recruiting and HR business partners in compensation matters, setting guidelines, managing exception and providing creative solutions to compensation issues.

  • Actively involved in the broader compensation community, providing insights into emerging trends and practices.

  • Manage the compensation team; ensuring members are effectively meeting or exceeding goals. Coach and develop direct reports and/or other team members to align to functional and organizational strategies and goals.

  • Ensure equity, competitiveness and compliance with applicable federal, state, municipal and local laws, regulations and policies.

Minimum Requirements:

  • Bachelor's degree in business, Human Resources, and/or Finance.

  • At least four years (4) years of compensation experience.

  • At least one (1) year of supervisory, managerial or director experience required.

  • High degree of interpersonal skills required.

Preferred Qualifications:

  • Certified Compensation Professional (CCP) certification

  • Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) certificaion
