POSITION SUMMARY:

The purpose of the Community Services Partnership (CSP) Grant Program is to meet basic needs and promote wellbeing, safety and security for all Howard County residents to thrive. The CSP Grants Manager works under the supervision of the CSP Program Manager to implement an $8 million human services grants program.

This position supports grants administration responsibilities for multiple grant areas, grantees, and applicants. This position will also provide assistance in every stage of the grant life cycle. Responsibilities include implementing the pre-award, award, and post-award grants management process, performance monitoring, financial tracking, technical assistance, and year-end close-out.

STARTING SALARY HIRING RANGE:

$32.31 - $36.41

$67,199 - $75,724

CLASS DESCRIPTION:

Performs intermediate professional level human services work, which may include supervisory responsibility, under general supervision from an administrative or technical superior.  Work includes administering human service programs or providing specialized health and human services targeted to a special population; assists in formulating policies and developing goals and objectives; and providing a full range of counseling and referral services.  Work may also include identifying and investigating complaints of unfair and deceptive practices and violations of local and State laws; and administering criminal justice and alternative sentencing programs.

Learns and performs all essential job functions accurately.

Support the CSP Program Manager to develop, execute, and evaluate a strategic grant management plan for a variety of grant types and multiple grant recipients.

Manage a portfolio of grants overseeing all activities of the annual grant cycle:

Pre-Award: Prepare and distribute Request for Applications, application forms and guidelines, provide technical assistance and guidance to applicants, conduct due diligence review and analyses of grant applications, provide support for the grant review process

Award Set-up: Prepare and generate award letters, receive and track documentation from grantees, develop grant agreements and oversee the routing process, prepare grant files

Post Award: prepare grant report documents and guidelines, support monitoring through due diligence report tracking/review and site visits, accurately and timely disburse funds, track award balances and spending, process modification requests and prepare grant amendments, manage grant files and ensure proper documentation of grant activities

Award Close-out: conduct final reconciliation of grant spending, compliance review and impact analysis

Ongoing Monitoring: coordinate and participate in implementation of annual monitoring plan

Serve as day-to-day liaison between Office of Community Partnerships and community partners and stakeholders.

Provide grant reports, grant analysis, and grant-related information upon request.

Maintain the integrity of the online grants management system by ensuring data is complete, updated and accurate. Communicate with software vendor to troubleshoot issues

Conduct relevant research when necessary.

Participate in the work of the Board to Promote Self-Sufficiency and its committees as assigned.

Participate in activities related to Emergency Management as requested, including work outside normal business hours.

There are no supervisory responsibilities.

Bachelor's degree and one (1) year related experience or an equivalent combination of education and experience.

PREFERRED EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES:

Relevant work experience, experience in managing grants, experience/knowledge of Results Based Accountability or other performance measurements, broad knowledge of the human services field, knowledge of best practices in grant making and grants compliance.

Strong interpersonal skills, excellent oral and written communication skills and the ability to work well with an ethnically diverse population

Strong computer proficiency especially with Microsoft Office (Word, Excel, PowerPoint), database management and spreadsheet applications necessary.

Proficiency in virtual platforms and use of technology for human services delivery.

PHYSICAL DEMANDS AND WORK ENVIRONMENT:

While performing the duties of this job, the employee is regularly required to stand; walk; sit; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; talk or hear; and taste or smell. The employee must regularly lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, and ability to adjust focus.

The noise level in the work environment is usually moderate.

LANGUAGE SKILLS, MATHEMATICAL SKILLS AND REASONING ABILITY:

Ability to read, analyze, and interpret periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.Possession of a valid driver's license.
